This position is located in New River Gorge National Park and Preserve, Business Management Division. The incumbent will provide administrative support to New River Gorge National Park and Preserve, Gauley River National Recreation Area and the Bluestone National Scenic River. The purposes of this position are to serve as lead liaison with Human Resources for hiring actions; support the essential business management functions of the park; and provide staff advisory services.

Duties

MAJOR DUTIES MAY INCLUDE BUT ARE NOT LINITED TO THE FOLLOWING: Serves as staff advisor to the Chief of Business Management and to the supervisors of the park on matters relating to human resources management; acts as a point of contact between the division, the Park, and the Servicing Human Resources Office (SHRO). Advises the Administrative Officer on staffing patterns of the park; alternative ways to fill positions and the rules and procedures for recruiting, examining, and selection. Prepares forms, documents, and justifications with the Administrative Officer's approval, and submits them to the SHRO with authority to recruit, examine, and certify applicants, using established procedures and electronic software. Oversees timekeeping and serves as assistant timekeeper for the Business Management Division; validates and releases time and attendance reports for the division. Works with staff to ensure that they maintain accurate records of work time and time off. When pay problems arise, assists in resolving them. Advises the Administrative Officer and park Budget Analyst on matters of budgeting and financial management including the budget process, the availability of funding, and the day-to-day management of spending for the park. Maintains and provides monthly updates of the financial accounting status reports for park ONPS and project spending to assist park personnel with assuring contracts are performed on time, within scope and within budget. Provides administrative and technical supervision, typically to at least four (4) or five (5) positions. Assigns work to staff and provides technical and policy direction to their efforts. Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Business Office. Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means. Responsible for personally performing or overseeing an array of administrative support services required to conduct the business of the division such as representing the division at meetings, answering the telephone, and scheduling and setting up meetings/conferences.

All qualifications must be met by the closing date of this announcement-08/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. TO QUALIFY GOR THIS POSITION AT THE GS-09 GRADE LEVEL, YOU MUST POSSESS AT LEAST ONE OF THE FOLLOWING MINIMUM QUALIFICATIONS BY THE CLOSE OF THE ANNOUNCEMENT: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: answering questions and providing guidance to employees on matters regarding human resource management; issues regarding leave and pay; purchasing supplies and equipment; performing property inventory; monitoring and tracking budget and expenditures; verifying time/attendance and leave balances; preparing travel authorizations and vouchers or similar. YOU MUST INCLUDE HOURS PER WEEK WORKED. OR EDUCATION: Have successfully completed a master's OR equivalent graduate degree OR at least two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related (education must be in a field that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position). YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. OR COMBINATION: Successfully completed a combination of education and experience as described above. For example: 6 months of specialized experience as described above (50% of experience requirement) may be combined with a year and a half (27 semester hours) of graduate level college study (50% of education requirement). Add the percentages together. The total must equal at least 100 percent to qualify. YOU MUST INCLUDE A COPY OF YOUR TRANSCRIPTS. VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
