The Primary purpose of this position is to perform duties under the Defense Civilian Pay System (DCPS) as a Customer Service Representative (CSR), functions as the Deputy Disbursing Officer (DDO), and Lead for travel section.
Duties
1. Serves as primary point of contact for all finance-related requirements of the Civilian Payroll/ Timekeeping Program.
2. Leverage existing processes to identify and assess risk using data analytics for accurate reporting in identifying problems and trends.
3. Performs miscellaneous duties in support of the payroll function.
4. Lead duties: Distributes and balances the workload among Airmen. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities.
5. Performs duties as Deputy Disbursing Officer, and acts for and in the name of the Disbursing Officer, located at the Defense Finance and Accounting Service (DFAS) Indianapolis.

- This is a financial management Level 1 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Subtitle Financial Management, Section 1599d
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
- Must be able to obtain and maintain a Secret Security Clearance
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide variety of budgetary methods, techniques, command or installation regulations, instructions, and policies for monitoring actual versus programmed expenditures of funds, to include identifying and extracting budgetary information from many different source documents (e.g., accounting records, vouchers, work orders, payroll records, cost estimates, and appropriation documents). Knowledge of cost accounting principles and procedures to evaluate information contained in an integrated system.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of extensive and diverse budgetary methods, practices, procedures, regulations, policies, and processes of the accounting system and related documents used to gather and analyze budgetary information.
2. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, work reports, or inventory and supply data.
3. Knowledge of financial processes, policies, procedures, and terminology.
4. Skill in preparing financial and administrative reports for assigned programs and projects.
5. Skill in monitoring and evaluating financial data and in developing and analyzing common trend lines.
6. Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
