The primary purpose of this position is: To ensure scheduling, completion, and tracking of training requirements for pilots and orientation flights across the 354 FW.
Duties
Serves as the focal point for the Fighter Wing Aircrew Training and Orientation Flight Training Programs.
Standardizes coordination and tracking of training events.
Implements and administers the personnel security and training program for the squadron.
Facilitates training and monitors the accomplishment of training plans for flying squadron personnel.
Represents the section with a variety of installation and functional area organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of rules, concepts, techniques, procedures, and operations of flying training programs to perform a wide variety of assignments involved in the development of academic training events which meet syllabus objectives, knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the training function, knowledge of the flying training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices, knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files. EDUCATION: Successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. with a major study in education or a subject area related to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of service-based programs and objectives, processes involved in military training programs, and/or processes relating to training programs in parallel business and industry organizations.
2. Knowledge of a range of policies, procedures, practices, operations and functions related to training within a Fighter Squadron (FS) to evaluate information gathered to determine quality, accuracy and applicability.
3. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement.
4. Knowledge of the rules, concepts, techniques, procedures, and operations of flying training programs to perform accurately schedule and track flying training events for flying squadrons and orientation flights. Knowledge of security specialties, concepts, principles, criteria, requirements, technology, practices required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
5. Skill in applying basic analytical methods and techniques to resolve conflicts and determine adequacy of, or deficiencies in the program.
6. Ability to monitor, gather, develop, and analyze training data and requirements and track successful completion of training and upgrade requirements based on analysis. Ability to communicate effectively, both orally and in writing, using tact and courtesy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
