This is a career-ladder position leading to the GS-12 full performance level (FPL) Serves as technical expert, leading and conducting activities pertaining to the full range of the environmental health and safety (EHS) program, ensuring that agency-owned and leased facilities comply with federal and state safety and occupational health regulations and standards. See DUTIES for additional responsibilities of this position.

Duties

Works in a training capacity towards the GS-12 full performance level. Duties at the full performance level include the following: Assists in planning/conducting occupational health and safety inspections and surveys of HQ worksites and facilities to address employee and management complaints and ensure compliance with EHS regulations, policies and Union-Management Agreements. Operates and handles environmental, safety and industrial hygiene monitoring equipment, with responsibility for the accuracy of data developed in connection with industrial hygiene programs and studies. Prepares written reports documenting findings, provides advice and guidance to building managers to address cited deficiencies or recommends specific actions to eliminate or control unsafe conditions and/or health risks identified during the survey. Prepares tracking log or inputs findings in an automated system. Follows up and reassesses initial concerns to ensure implementation of recommended corrective action. Provides technical advice to other industrial hygienists, employees, management, etc concerning industrial health hazards and possible approaches to their control, potential hazards resulting from specific work operations, facilities and equipment. Reviews reports for investigations of SSA occupied spaces for conformance with regulatory requirements and standard industry guidelines, technical accuracy, identification of health and safety hazards and recommended control and corrective actions. Prepares correspondence to request clarifications and edits, issue reports and recommended actions. Travels to conduct EHS training, facility inspections and comprehensive assessments to evaluate compliance with safety and occupational health regulations, policies, policies, procedures and agency practices. Conducts pre/post-assessment and logistical activities, i.e., researches, gathers and reviews data, previous reports and incidents. Schedules site visits and appropriate parties. Conducts inspection to identify unsafe working conditions, presence of environmental hazards and level of compliance with published safety and occupational health regulations and standards. Conducts entry and exit conference meetings with managers to discuss the purpose and details of the inspection, findings and provides advice and guidance. Reviews laboratory analyses and prepares reports that include findings and recommendations for control of identified hazards. Reviews and/or determines the nature of the problem and the number and type of environmental samples to be collected. Examines effectiveness of existing control measures and collaborates with medical staff, electrical engineers, fire protection engineers, HVAC engineers, building managers, etc to ensure accuracy and that requirements are appropriately addressed.

Qualifications

To qualify for this GS-09 Industrial Hygienist position you must demonstrate: (1) the Individual Occupational Requirement for the federal 0690 series AND (2) at least 52 weeks of Specialized Experience - OR - (3) Optional Education (separate from the IOR) - OR - (4) Combination of Specialized Experience and Optional Education (1) INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): to meet the IOR you must have: A.A bachelor's or graduate degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences or related science -- OR -- B.A bachelor's degree in a branch of engineering, physical science or life science that included 12 semester hours in chemistry (including organic chemistry) AND 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology or industrial hygiene -- OR -- C.Certification from the American Board of Industrial Hygiene (ABIH). Courses in the history or teaching of chemistry are not acceptable. Courses must be acceptable toward completion of a standard 4-year bachelor's degree in science or engineering at an accredited university. For engineering degrees, the curriculum must be in a school of engineering with at least one curriculum accredited by ABET as a professional engineering curriculum. Highlight courses supporting Option B on your transcript. Applicants who don't meet the IOR will be ineligible for further consideration. (2) SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-07 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level of responsibility and difficulty equivalent to GS-07. SPECIALIZED EXPERIENCE is work that primarily consists of applying industrial hygiene principles and practices in the performance of routine industrial hygiene inspections to identify and evaluate occupational health hazards found in a workplace setting. If you have this experience your resume must describe, in your own words, the specific duties you perform that demonstrate it. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. Reviewers cannot assume you perform duties you don't describe. An affirmative response to the online questionnaire is not sufficient to demonstrate experience. (3) OPTIONAL EDUCATION -- in lieu of Specialized Experience, you can meet Minimum Qualifications if you have: A. a master's degree (separate from the degree you used to meet the IOR) OR B. at least 2 academic years of successfully completed graduate education leading to a master's degree (this graduate education must be separate from the education you use to meet the IOR). (4) COMBINATION: Applicants without the full amount of Specialized Experience or the full amount of Optional Education can meet Minimum Qualifications with a portion of each that can be combined to meet the full requirement: A. Except for the 52-week requirement, Specialized Experience must be as described above. B. Only graduate education beyond the first academic year can be considered. HR will determine if the combination of experience and graduate education is sufficient to meet Minimum Qualifications. See EDUCATION for information on supporting this claim. MINIMUM QUALIFICATIONS (IOR and Specialized Experience and/or Optional Education) must be met by the closing date of this announcement. CONDITIONS OF POSITION: Due to the nature of work in this position, the following conditions are essential for successful performance and selected candidates must fully comply with these conditions to meet performance requirements. Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees. This is an emergency/mission critical position. You may be called to work after-hours, on weekends and holidays. Inspections and surveys require physical exertion, including walking, standing and carrying many items of equipment used in sampling; may be exposed to risks and discomfort associated with environmental hazards. Work may involve exposure to machinery, fumes, dust and potentially hazardous materials; work conditions may be dirty, in confined spaces and under stressful time constraints. You will be required to wear safety shoes, safety glasses, respirator and protective clothing. You may be required to travel to conduct EHS training, facility inspections and comprehensive assessments to evaluate compliance with safety and occupational health regulations, policies, policies, procedures and agency practices. INFORMATION SPECIFIC TO THIS CAREER-LADDER POSITION: This is a mid-level/trainee position leading to the GS-12 full performance level. Classroom and on-the-job training are designed to provide experience and technical competence in the methods, procedures, principles and techniques of the full performance level. Assignments are developmental in nature and employees work under the general direction of the designated supervisor, who sets the overall objectives and deadlines. Assignments at this level are not as broad and/or inclusive as assignments at the next higher level. Assignments are selected to enhance the development of skills and abilities required to perform the work at the next higher grade. You will consult with higher graded hygienists to identify and resolve problems that occur. During this period of development, the supervisor or higher-level employee provide instructions in terms of expected results and work is reviewed in terms of achieved results. Additional, specific instructions for new, difficult or special assignments, including suggested procedures, sources of information or reporting formats and techniques are provided. Consideration for promotion is at the discretion of management and is based on the existence of higher-level work, your ability to perform that work, administrative requirements and current agency and/or organizational restrictions. Education

This position has an Individual Occupational Requirement (IOR), as stated under QUALIFICATIONS above, that must be met and demonstrated by all applicants. To meet this requirement, it's important to read that information and submit all appropriate documents.

Since course titles do not always indicate that a course pertains to a creditable curriculum, applicants who are demonstrating IOR Option B must highlight qualifying courses to ensure they are given consideration.

Combining Education and Experience: Education and experience will be computed as percentages of the overall qualification requirement and must equal 100 percent of the full requirement as determined by HR during the review process. Only graduate education can be used to meet this requirement and, except for the 52-week requirement, you must demonstrate Specialized Experience as described above.

If you claim a combination of education and experience in lieu of the full amount of Specialized Experience, you must submit a transcript(s) to support your graduate education and must clearly describe your qualifying experience with full start and stop dates (month/day/year).

Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide, as part of your application, documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
