Duties

Serves as a Klamath Basin Area Office (KBAO) technical specialist in planning, developing, evaluating, and implementing land management activities, including lease lands, crop analysis, resource management planning, integrated pest management, fire management, and recreation. Assignments are in the form of complete projects of moderate scope or portions of more complex projects. -Assists in the administration of the agricultural lease land management program on Reclamation and Fish and Wildlife Service (FWS) lands. -Reviews leasing requirements for Bidding Program, prepares bid packets, and writes lease advertisements. -Participates in and organizes bid openings; checks eligible bidders, prepares statement of operations forms, and interviews potential lessees. -Prepares lease contracts, management & compliance. Provides information and advice, and resolution to issues from prospective agricultural lessees. -Proposes solutions to resolve land management, agricultural and resource management issues and problems involving a variety of individuals (lessees, landowners, public and private entities). -Administers the soil and moisture conservation program by overseeing grass seeding and other conservation practices to prevent erosion and to improve grazing on grazing leases. -Performs financial management, compiles data used in the preparation of the Payment in-Lieu-Tax (PILT) to counties listed in P.L. 88-567 (Kuchel Act). -Assists in the management of lands under KBAO's purview, including planning, fire management, integrated pest management, and recreation. -Assists in the development and implementation of long-term land resource management plans for targeted areas under Reclamation jurisdiction in the Klamath Basin. -Responds to fire management program data requests, following through with basic information requests by transmitting fire management plans and burn data. -Assists senior staff in management of the Integrated Pest Management (IPM) program on lands under Reclamation jurisdiction. -Compiles the annual Pesticide Use Proposal (PUP) book for Federal lease lands and, when delegated, serves as a member of the Interagency PUP committee. -Reviews previous biological opinions and assists senior staff to ensure compliance with the Endangered Species Act (ESA) for the Klamath Project pesticide program in coordination with KBAO environmental and biology staff.

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following - .A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience conducting scientific studies of land management and natural resources program including performing specified portions or minor phases of environmental or biological investigation, environmental planning, land use planning and natural resources coordination and documentation. You could otherwise qualify on the basis of education having completed one year of graduate level education in a related course of specialized study such as: biological sciences, agriculture, natural resource management, chemistry, or other related disciplines appropriate to the position, OR superior academic achievement. Superior Academic Achievement is based on -- 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; -OR- 2c) A GPA of 3.5 or higher based on average of completed courses in a specified related major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience preparing portions of environmental documents to meet the requirements of the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA) and other environmental laws and regulations; preparing small, routine studies or portions of large, complex studies concerned with the protection, preservation and enhancement of agricultural land resources. You could otherwise qualify on the basis of education having completed two years of progressively higher-level graduate education leading to a master's degree OR master's or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 08/05/2024.
