The primary purpose of this position is: The purpose of the position is to serve as supervisor of employees engaged in a variety of operations concerning maintenance control functions.

Duties

Researches, analyzes, plans, and initiates job acceptance for programmed/unprogrammed workloads. Reads and interprets new or revised policies, procedures and regulations emanating from higher authority. Exercises supervisory personnel management responsibilities. Participates in discussions, meetings and serves on panels or committees. Maintains liaison with the Command Post and support quality improvements.

  • The incumbent will be required to complete mandatory training requirements.
  • Secret clearance is a condition for employment. The employee will be required to maintain a Secret clearance.
  • Temporary duty assignments (TDY), work or training opportunities may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The incumbent may be required to work compensatory or overtime to meet workload demands. May be required to work an uncommon tour of duty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working with recurring manufacture, overhaul, or repair of products or projects using multiple-process production methods and procedures to develop plans and information necessary for the control of complex products such as airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements. Skill in effective written and oral communication. 2. Knowledge of assigned equipment and safety regulations. Knowledge of and ability to interpret military aircraft and manufacturing terminology, technical orders, data, standards and instructions, and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up. 3. Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance of work. Knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to ensure continuing availability of material requirement. Ability to correlate and analyze a variety of routine production data, technical manuals, and directives to determine applicability. 4. Knowledge of and skill in the use of automated maintenance information systems (MIS) and aircraft maintenance documentation processes to collect, compile, and correlate production data from a variety of sources and use that data to determine compliance status of scheduled maintenance, inspection, and modification actions. Knowledge of total quality management methodology, tools, and techniques. Knowledge of personnel management, personnel instructions, timekeeping, and ability to manage and supervise employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
