The Department of Energy (DOE), Office of Inspector General is currently looking for an Auditor (ICTAP) in the Office of Audits. Qualifications

Additional qualification information for this job series can be found on the following Office of Personnel Management website: Auditing Series 0511 (opm.gov) BASIC REQUIREMENT: In accordance with OPM's Individual Occupational Requirements for the GS-0511 series, applicants must meet the following basic requirement: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. -OR- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; -OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1 above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph 1 above; -AND- (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirement as described above, applicants must possess the following specialized experience: SPECIALIZED EXPERIENCE REQUIREMENT: Applicants must have one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service, performing systematic examination and appraisal of financial and non-financial records, reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of programs and activities. Specific work experience must demonstrate the following: 1) Provide professional knowledge of accounting and auditing necessary to conduct very broad audit assignments requiring an integrated analysis of several different operational programs and accounting systems; 2) Develop or choose the areas of coverage and plans to coordinate the efforts of the audit team in achieving objective(s); -AND- 3) Perform complete Cost Accounting Standards (CAS) audits of organizations and programs having financial responsibilities diverse and complex enough to involve specialized accounting systems including subordinate, subsidiary, and affiliate accounting systems. Time-In-Grade requirements apply to current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment and must be met by the closing date of this announcement. CTAP/ICTAP eligible candidates may only be considered for priority placement at or below their current (or last) grade level, with no greater promotion potential than the position from which you were (or are being) separated.

There is no substitution of education in lieu of specialized experience at the GS-13 level.
