The incumbent performs as a Staff Biomedical Engineer for the Biomedical Engineering program at the West Palm Beach VA Medical Center, a large, 1C complexity, medical center providing primary and secondary care for more than 61,000 veterans covering an area of seven counties.

Performs work as a Staff Biomedical Engineer working closely with the Biomedical Engineer. The Biomedical Engineering Section consists of a Chief Biomedical Engineer, a Staff Biomedical Engineer and nine Biomedical Engineering Support Specialists.
The Staff Biomedical Engineer serves as a staff advisor to the Chief, Biomedical Engineering Section in the area of Biomedical Engineering as well as on other engineering principles and practices. These areas of expertise relate to the area of specialization and scientific discipline, drawing from professional education background as well as practical experience.
The Staff Biomedical Engineer duties include but not limited to:
In the absence of the Chief Biomedical Engineer the Staff Biomedical Engineer performs in an acting role to maintain the day to day operations of the section.
Assists in the management of the medical instrument maintenance program, clinical information system management and medical device integration projects.
Assists in the personnel functions for the Biomedical Engineering Section. This includes the recruitment, hiring, and training of new section staff as well as the development of position descriptions, duty assignments and personnel management.
Assists in ensuring that requirements of TJC, IG, SOARS, FDA and other groups are met for the medical equipment program.
Provides leadership to ensure that high-performance customer support is provided to medical staff, nurses and technologists.
Advises the Chief, Biomedical Engineer and the Medical Center Equipment Committee on equipment evaluations. Provides accurate, balanced advice to management regarding decisions to be made for new acquisitions. These decisions often involve hundreds of thousands of dollars for single systems, and the background work done on the part of the incumbent and other biomedical engineering staff is one of the most important parts of the committee decision making process.
Assists in providing project management for the purchase, planning, construction design · review, installation, and in-service training stages of biomedical instrumentation projects such as cardiac catheterization laboratories, radiology suites and computer systems. In some cases, this coordination activity can span several years when major construction is involved.
Shares responsibility in ensuring that IBP AA and network security issues are managed effectively for medical systems. Documentation of such systems including details such as backup, disaster recovery, security, etc. is difficult in scope but critical to management of the networked systems.
Trains clinical staff on specific subjects as needed Provides personal technical support to the staff in order to resolve systems problems .. Provides support to the medical staff to help resolve equipment related problems. This at times requires being an intermediary between the medical staff and the technical experts at other companies.
The position requires substantial education and experience in this field, and demonstrated capabilities in the technical, planning and supervisory areas discussed above. Must possess knowledge of advanced concepts, principles and practices of biomedical engineering including electronics and computer science as they apply to technology in health care delivery.

Qualifications
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance to VA policy.
Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement:
(1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.
OR,
(2) Certification as a Certified Clinical Engineer (CCE) -Submit Documentation and a bachelor's degree not listed in item 3.b.(1) above.
Grandfathering Provision. All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation.

Biomedical Engineer, GS-12 (Full Performance Level)
Experience. Completion of at least one year of specialized experience equivalent to the next lower level (GS-11); or completion of a post-doctoral research Fellowship in the field of biomedical engineering, and must fully meet the KSAs at that level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to conduct a medical equipment management or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.
Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices.
Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and [TJC] requirements.
Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management.
Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety.
Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA.
Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
Ability to apply project management principles to deployment of medical equipment and health information technologies.
Preferred Experience: Biomedical degreed Engineer, VA experience/ Medical Center experience.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-7 to GS-12.
