The primary purpose of this position: To ensure the availability, control, and distribution of technical orders (TO's) and Computer Program Identification Numbers (CPINs) throughout the Maintenance Directorate and to provide Group level functional and system administrative assistance to users of the Enhanced Technical Information Management System (ETIMS).

Duties

Performs work involving the ordering, receiving, and distributing of technical orders in the Enhanced Technical Information Management System (ETIMS). Performs work involving the ordering, receiving, and distributing of technical orders from the United States Navy, United States Marine Corps, United States Army and government sponsored contractors as required. Establish and/or update ETIMS User Profiles. Creates ETIMS User Accounts to include appropriate ETIMS Roles needed by the user to accomplish assigned T.O. System operational workload. Assist organization users to establish/modify ETIMS routing templates. Assist ETIMS Level 2 Help Desk to resolve user-reported problems. Maintains the Maintenance Directorate's main technical order library, maintenance operating instructions, and publications ensuring indexes are properly annotated, kept current, and that obsolete publications are removed as necessary. Uses a variety of office automation software to perform basic functions such as word processing, travel order preparation, electronic mail, and/or update of data in electronic files.

  • The duty location for this position is DAVIS-MONTHAN AFB AZ, however, this position is eligible for situational telework flexibilities. Telework options can be negotiated and implemented after entrance on duty

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Clerk and Assistant Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of T.O. system processes and related legacy system practices. Provide timely and accurate availability of technical orders throughout the organization and to provide user functional and administrative support to the Wing ETIMS users at the location. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Possess practical knowledge of the mission and functions of the T.O. business practices of users within the supported Group or equivalent organization sufficient to understand, analyze, and resolve training problems and needs. 2. Possess certification for web-based General and Advanced T.O. System Training courses (T.O. 00-5-1). 3. Possess certificate of completion for ETIMS User (all modules). 4. Ability to resolve system/application problems with the assistance of base level communications-computer systems support. 5. Demonstrate verbal communications skill to deal with tactfully with users and Help Desk Technicians to resolve problems. 6. Knowledge of basic rules of grammar, spelling, capitalization, and punctuation, and of standard abbreviations. 7. Knowledge of several types of software to accomplish a variety of office needs and knowledge of official orders preparation regulations and procedures. 8. Extensive knowledge of Enhanced Technical Information Management System (ETIMS), Technica l Order system. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
