About the Position: Serves as the Equal Employment Manager and advisor to the Honolulu District Engineer (HED). As EEO Manager, provides leadership management and direction to the EEO and the military Equal Opportunity (EO) programs in Hawaii.
This is an obligated position.
Duties
Manage the EEO program for the Honolulu District and area and resident offices within the Pacific Region (e.g., Kwajalein and various Pacific Islands).
Plan, organize, implement, and evaluate a District-wide positive equal employment program.
Manage the administration of the Corps of Engineers Early Resolution (CEERP) complaints program for the District.
Formulate and adapt policy to meet the complexity of the program due to the unusual composition of the work force, and the many under-represented groups.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel is approximately 15%.
- This position may require the incumbent to possess or obtain and maintain a driver's license in one of the 50 US states or possessions and any installation and/or DoD requirement.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Specialized Experience: One year of specialized experience which includes including experience applying a wide range of Equal Employment Opportunity (EEO) laws, policies, regulations, and procedures to provide advice and assistance on complaints processing which includes counseling, investigation and adjudication of individual and class complaints of discrimination. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
