This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as Physical Scientist with responsibility for efficient and effective management, planning, developing, measuring, analyzing, coordination, describing, and protecting resources and/or emergency response to spill incidents or potentials, and impact assessments.
Duties
Serve as an Environmental Scientist responsible for planning, advising, reviewing, developing and managing programs and projects to improve sustainability and reduce environmental risk of Army maintenance materials and processes.
Advise on interpretation of environmental regulations and new scientific data that impacts processes. Review and coordinate policies and regulations from the EPA, state environmental agencies and technical publications.
Perform erosion control evaluations, environmental compliance inspections and review actions and prepare various types of permit applications.
Provide training or information to various activities to minimize potential for future water quality impacts from erosion and spills and coordinate and negotiate with state and federal regulatory agencies.
Develop program guidance for implementation throughout the serviced areas. Develop policies, procedures, specific compliance directives, engineering criteria, standards, specifications, and designs.
Visits project sites for study of conditions to determine proper methods and scope of projects. Conduct periodic inspections and surveys of facilities to ensure compliance and provide recommendations for corrective actions.
Develop contracts, correspondence, permits, licenses, reports, cost estimates, plans, etc., for environmental projects and regulatory compliance.
Prepare permit applications, studies, briefing charts, reports, correspondence, etc. on various technical and administrative matters pertaining to the program and presents briefings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to have and maintain a valid state driver's license.
- The duties of the position may require Temporary Duty Travel 10% of the time.
- Incumbent is expected to be able to traverse rough, unimproved terrain without vehicular support, climb ladders, etc.
- The incumbent is subject to a medical clearance examination prior to employment.

Basic Requirement for Physical Scientist (Environmental):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes managing and protecting environmental resources to include such things as Erosion Control, Air, Stormwater, Water, Spill Prevention (Hazardous materials) and control, pollution control, waste and hazardous waste management, water treatment, solid waste, recycling, storage tank management etc.; Review all developmental plans for compliance with local, state, and Federal environmental laws; Performs compliance inspections; Prepare various types of permit application such as NPDES Land Disturbance, Clean Water Act, Safe Drinking Water Act, and Clean Air Act mobile; Monitor for pollutants and hazardous materials using various instruments, equipment and apparatus; Review laws, policies and directives; Develop new environmental directives; visit project sites.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
