THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HOUSING OFFICER, Position Description Number T5531000 and is part of the PA Training Center, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a HOUSING OFFICER, GS-1173-09, you will direct and review the assignment of troop buildings, furnishings, and equipment in the cantonment area in consideration of such factors as size of units, sex of troops, type of unit, serviceability and availability of building space and desire to maintain unit integrity while effecting maximum utilization of Space. Direct the billeting program for VIP housing and bachelor and transient-type quarters. Formulate tenant directives and instructions within the framework of installation housing requirements concerning assignments, terminations, inspections, maintenance, cleanliness, conservation of utilities, and other housing activities. Develop local instructions and directives concerning normal and priority assignment of quarters. Determine annual requirements and formulates budget estimate for operating supplies, maid service, laundry service, custodial services, personnel costs, etc. Serve as a member of the training Site's installation level facility improvement or construction board, Billeting Fund Council, Morale, Welfare and Recreation Committee, or other similar deliberative assemblies. Schedules pre-occupancy and termination inspections and supervises the issue and turn-in of buildings to include the conduct of joint tenant-management inspections for the purpose of providing tenant directives and instructions; evaluating the cleanliness, maintenance, and habitability of quarters: and verifying inventory of furnishings and equipment issued. Coordinate the operation, maintenance, and utilization of troop buildings with other organizations in the training site to assure efficient and timely housing services, maintenance, alteration, minor construction. painting, and repairs. Perform other duties as assigned.

Requirements

  • Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Candidates must have a valid state driver’s license for the state in which they live or are principally employed.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG employees at the Training Center AOC B: NG employees in the Training Center The supervisor for this position is Randall Lehman. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of housing management methods, practices and operating techniques. Experience communicating information both verbally and in writing, and the ability to meet and deal with individuals and groups. SPECIALIZED EXPERIENCE: Application must indicate 24 months experience, education or training coordinating movement and accountability of equipment. Experience conducting audits and preparing reports. Experience which demonstrated the knowledge of basic principles, techniques, and methodology pertaining to the management planning, scheduling, coordinating and efficient us of Government-owned housing facilities. Experience managing and controlling budgets, materials, manpower needs, contracts, and other viable resources. Experience developing and implementing a variety of directives and instructions concerning the full range of billeting activities for application by residents and lower level housing personnel. Experience using automated systems to update, retrieve and analyze data. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
