This position is located at Bureau of the Fiscal Service, Human Resources Operations Division. As a Management and Program Analyst, you will advise management on the evaluation and analysis of the effectiveness, productivity and efficiency of Fiscal Service programs and operations.
Duties
As a Management and Program Analyst, you will:
Provide key support to management in a wide variety of administrative and operational matters; conduct broad or specific studies relevant to organizational goals and objectives; compile data and perform statistical analysis to evaluate the effectiveness of programs and initiatives.
Independently, or as part of a team, develop long-range strategies for the Office's major program elements.
Undertake special assignments as directed by a Director, a Deputy Assistant Commissioner, Assistant Commissioner or other executive that impact the operations of the Bureau of the Fiscal Service.
Analyze, evaluate, and determine the impact of new or proposed legislation, regulations, and policies affecting the Bureau of the Fiscal Service and its Shared Services portfolio; recommend and implement proper method(s) of satisfying requirements; and present options to management in written products and oral briefings.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as conducting projects in support of management, concerning the implementation of proposals, in order to enhance the effectiveness of programs and operations.
Examples of such experience could include:
- Researching issues, conducting special analysis, recommending solutions, and developing these into decision papers or decision making tools;
- Drafting communications and briefing tools (speeches, talking points) and/or individual correspondence or responses, both within and across organizational lines;
- Ensuring follow-up/completion of specific activities/projects/programs/initiatives.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
