This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Position to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Develops internal administrative processes and procedures, preparing, reviewing and maintaining a variety of mission related documents, reports and initiating and monitoring internal office budget actions.
Reads and interprets directives and instructional material pertaining to administrative and clerical procedures.
Prepares organization's annual operating budget estimates and required justifications by compiling data from historical records.

Interprets command policies and procedures dealing with automated information/data management and assists in developing of office policies and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up 15% of the time.
- This position requires a Secret Security Clearance.
- Skill of a qualified typist is essential.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Reading and interpreting directives and instructional material pertaining to administrative and clerical procedures (2) monitoring expenses and recommending budget adjustments (3) using office automation applications, databases, and various software packages to accomplish work assignments (4) composing memoranda and correspondence from notes and instructions furnished. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
