You will serve as a Program Analyst in the Mission System Engineering and Integration Branch of the Mission Planning and Off-board Mission System Division of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will provide expert guidance to optimize systems, procedures, and processes. Evaluates operational and program effectiveness and develops solutions to make improvement or address performance issues. You will monitor outcomes by assessing program performance and measuring system outcomes to improve or redesign systems, prepare reports and make recommendations for policy changes or program modifications. You will utilize substantial experience with mission planning product lines and to manage the planning, execution, and evaluation to support the Joint Mission Planning System (JMPS) product line. You will collaborate with systems engineers, software developers, human factors, user interface (UI) developers, and the warfighter to translate requirements into a streamlined common user interface across all mission planning products.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Utilizing knowledge of military command structure, missions, programs, and organizational relationships to perform analysis related to production lines; 2) Utilizing quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions and/or staffing requirements for new or substantially altered training or operational missions and programs; 3) Developing new approaches to identifying workload factors and performance quality levels and determining accurate measurement techniques.
