This position is located at Department of Housing and Urban Development Office of Inspector General, OIG, Office of Audit. As a/an AUDITOR (PERFORMANCE), you will conduct internal and/or external performance reviews and audits of HUD programs administered by HUD and external program participants.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes: Using a computer and appropriate software to gather and analyze data, prepare presentations, and prepare audit work papers; AND Conducting opening and exit conferences to present findings and recommendations; AND Documenting results in audit reports with appropriate summaries, conclusions and recommendations; AND Modifying audit methods and techniques to resolve auditing problems. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes: Using a computer and appropriate software to gather and analyze data, prepare presentations, and prepare audit work papers; AND Conducting opening and exit conferences to present findings and recommendations; AND Documenting results in audit reports with appropriate summaries, conclusions and recommendations; AND Modifying audit methods and techniques to resolve auditing problems; AND Isolating and identifying conditions affecting Federal financial management, susceptibility to fraud, and the potential for increased efficiency. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11level for 52 weeks. For the GS-13, you must have been at the GS-12level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
