Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations, Air and Marine Operations Center, Riverside, CA.
Duties
This position starts at a salary of $84,366.00 (GS-11, Step 1) to $109,673.00 (GS-11, Step 10) with promotion potential to $109,673 (GS-12 Step 10).
Major Duties of this position include:
Developing leads, gathering evidence and intelligence or potential criminal activity using the Department of Homeland Security Domain Awareness Network.
Utilizing the Department of Homeland Security Domain Awareness Network to detect, identify, track and as needed, facilitate the intercept and interdiction of suspected illicit activity in air, maritime and land domains.
Interpreting and analyzing intelligence data, operational reports, messages and air, maritime and tracking data.
Utilizing various radio and telecommunications systems to coordinate operational activities.
Qualifications
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Using analytical skills for the purpose of providing support for investigative and enforcement activities in coordination with Federal, State, and local law enforcement officials;
Demonstrating knowledge of airborne, maritime, or land based sensor / radar systems, functional and operational use of communications systems (VHF, HF, and UHF), satellite communications, and other telecommunications systems. Knowledge of aviation airspace and / or maritime waterway control, procedures, and terminology;
Knowledge of the application of aeronautical and / or maritime terms based on operating airborne, maritime, or ground based radars. Ability to read maritime, aeronautical, and land maps / charts;
Interpreting and applying written guidelines and procedures in order to successfully conduct national security missions and /or provide written documentation for the purpose of providing supportable cases for presentation and/or prosecution.

Education Substitution: You may substitute a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Education must be from an institution accredited by an agency recognized by the U.S. Department of Education. Education obtained from a foreign university or college is not creditable unless it has been evaluated by an organization that specializes in interpretation of education credentials. Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/26/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.
Work Schedule: The AMOC is operating 24 hours a day/7 days a week. You must be able to work shift work accordingly.
Medical requirement: Before entering on duty, all tentatively selected candidates will be required to undergo a pre-appointment medical examination and be found medically qualified for the position. The initial exam cost is covered by CBP and performed by Agency designated physicians through a national medical services contract administered by the Office of Human Resources Management. Additional screening is paid for by the applicant.
Physical Conditions: The work is sedentary in nature. You must be able to maintain an erect sitting posture for prolonged periods of time and operate a sophisticated computer system with a radar scope capable of multiple screen displays to visually monitor a designated area of responsibility. The incumbent must have adequate muscular strength, coordination, flexibility and endurance to remain in a seated position and perform repetitive physical movements of fingers, hands, and wrists for extended periods of time.
Environmental Conditions: Normal work environment is within the Air and Marine Operations Center. Temporary duty assignments cover environmental ranges from FAA facilities, domestic operations centers, and U.S. embassies in foreign countries, to small portable radar trailers deployed in remote locations. Due to the large amount of electronic equipment, operational facilities vary between extremely warm to uncomfortably cold.
