This position is located in the Bureau of Land Management office in Vale, OR. This position serves as a Natural Resource Specialist responsible for the performance of a variety of professional interrelated resource studies, inventories, and implementation of natural resources restoration management projects. Salary Range for GS-07: $49,025 - 63,733 Salary Range for GS-09: $59,966 - $77,955

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. NRS - GS7: The position is an advanced trainee. Major duties include but not limited to: assisting in preparation, evaluation and conducting biological analysis of public rangeland projects involving soils, vegetation, hydrology, ecology, botany, livestock management, and wildlife habitat management; learning to develop more complex allotment management plans while working independently on less complex allotment management plans; independently conducts monitoring of smaller on-going rangeland management construction and development projects; participates in monitoring and surveying activities that may impact sensitive shrub and pasture-lands; completes ecological site inventory analysis and review; and evaluates and reports any change in status of the rangeland. Learns to authorize livestock use, process crossing permits and transfers, perform case file updates and execute unauthorized use actions; and independently process range use adjustments and exchange of use authorizations. NRS - GS9: The position is responsible for assisting in preparing, assessing, and evaluating biological analysis and condition of public rangelands. Major duties include but not limited to: leading the preparation, evaluation and conducting biological analysis of public rangeland projects involving soils, vegetation, hydrology, ecology, botany, livestock management, and wildlife habitat management review of conservation plans; review of range permit applications to ensure compliance with appropriate federal law; completing ecological site inventory analysis and review; ensuring impacts to rangeland ecosystems are properly mitigated; develops and implements allotment management plans; conducts related monitoring studies and determine need for changes in management; provides basic input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland ecosystems; evaluates and reports any changes in the status of the rangeland; develops, implements and maintains resource management plans for the Field Office.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement *AND* meet the ADDITIONAL Requirement in order to qualify for this position BASIC Requirement for the 0401 series: A. Education: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) OR 2. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.) *AND* ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) performing grazing allotment administration tasks such as processing range use adjustment or exchange of use authorizations; 2) providing assistance in preparing, evaluating, or conducting biological analysis of public rangeland projects; 3) working with other staff specialists in performing field survey, monitoring, or inventory activities; 4) drafting technical reports or less complex allotment management plans in support of rangeland and/or resource management programs. OR B. Education: Successful completion at least 1 year of progressively higher-level graduate education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Superior Academic Achievement (SAA): Have completed a bachelor's degree with major study in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, and meets eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-09: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: 1) performing grazing allotment administration tasks such as processing livestock use authorizations, trailing permits and/or transfers, range use adjustments, exchange of use authorizations, etc.); 2) preparing, evaluating, or conducting biological analysis of public rangeland projects; 3) conducting resource inventory, studies, or monitoring activities to identify potential impacts to rangeland ecosystems for mitigation; 4) developing technical reports and/or complex allotment management plans in support of rangeland and/or resource management programs. OR B. Education: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR C. Combination: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
