This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Engineer Technician for Residential Communities.

Duties

Serve as the Engineer Technician for Residential Communities and is responsible for construction oversight for the family housing privatization initiative. Review and evaluate technical specifications and proposals for all phases of family housing community planning, development, redevelopment, and construction. Prepare for periodic Community Development and Management Plan (CDMP) provisional renegotiations throughout the life of the privatization program. Develop and recommend to the Installation’s Chief Housing Manager new policies, procedures, and work-related changes in planning and scheduling of adjustments to the CDMP/OYDP.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to possess and maintain a valid state Driver's License.
  • Position may require approximately 10% TDY/travel.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart 1 USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Required to serve a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is a TERM position not to exceed 3 years.
  • Position may require after hours call-back for emergencies.
  • This position is an inclement weather essential position, and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: Have one year of specialized experience equivalent to the GS-09 level in the Federal service which includes experience as an engineer technician reviewing and evaluating contractual efforts concerned with the installation contracts in facilities engineering technical fields: mechanical, electrical, civil associated with real property and utility systems maintenance, repair, and new work.
