Duties

At the GS-11 grade level you will perform developmental duties, as assigned. At the Full Performance Level, GS-12, you will perform the duties below: You will provide analysis and expertise on financial and resource planning, programming, and execution of funds. You will prepare long-range and short-range planning guidance. You will perform or advise on work in any of the phases or systems of financial administration. You will work perform functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will review and evaluate budget requests; control and reporting of obligations and expenditures. You will assist in the development, determination, and interpretation of budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain/maintain a secret level security clearance. Failure to obtain and maintain the required level eligibility may result in the withdrawal of a job offer or removal.
  • You may be required to perform occasional travel.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
  • You may be required to work overtime.
  • You will be required to complete training and obtain certifications within the timelines prescribed by the Command.

Qualifications

To qualify for the GS-0501-12 your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using the concepts, principles, practices, laws, regulations, and policies of financial management to perform the following: 1) Provide analysis and expertise on financial and resource planning, programming, and execution of funds. 2) Preparing long-range and short-range planning guidance. 3) Working as a Contracting Officer's Representative and/or Installation Representative. 4) Effectively communicating financial information orally and in writing. 5) Utilizing Financial Management and Office Automation software To qualify for the GS-0501-11 your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-109) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using the concepts, principles, practices, laws, regulations, and policies of financial management to perform the following: 1) Assist senior personnel in providing analysis and expertise on financial and resource planning, programming, and execution of funds. 2) Assist in preparing long-range and short-range planning guidance. 3) Effectively communicating financial information orally and in writing. 4) Utilizing Financial Management and Office Automation software You may also qualify for the GS-11 level using education to substitute for specialized experience. See the "Education" section of this announcement for details. There is no educational substitution for experience at the GS-12 level. For the GS-11 level you may use education to substitute for specialized experience if you have the following:
A Ph.D. or equivalent doctoral degree*
OR
3 full years of progressively higher-level graduate education leading to such a degree*
OR
LL.M., if related*
* Such Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

There is no educational substitution for experience at the GS-12 level.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
