This position is located in Department of Homeland Security, United States Coast Guard, Fifth Coast Guard District, Prevention Division, Waterways Management Branch, in Portsmouth, VA.

Duties

In the position, you will be responsible for soliciting, collecting, acquiring, evaluating, compiling, and judiciously selecting a full range of complex technical navigational and related operational data for dissemination to the public in official publications, for use in navigation and by regional marine planning bodies for the District's area of responsibility (AOR).

Qualifications

Education/Training Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations. Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements. OR GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the Federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: interpreting statutes, policies, regulations pertaining to the establishment of Limited Access Areas (safety zones, security zones); reviewing marine event permit applications and ensure compliance with regulations; experience in working with port stakeholders (e.g., mariners, recreational boaters, pilot associations and/or other maritime agencies). OR 3 years of progressively higher-level graduate education OR  Ph.D. or equivalent doctoral degree OR Combination of graduate level education beyond the first two years of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for this position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
