This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

As the Orthotist/Prosthetist, you will: Responsible for assuring accreditation of the laboratory Develop and manage program budget Complete all required documentation including VISTA, CPRS, encounters, OWLS, FLOW3 and other requirements as they evolve Oversee inventory management, stock posting items delivered for inventory control, managing lab equipment inventory, placing orders according to patient specific needs, quote review from outside vendors, etc. & space and workload planning Conduct complex clinical patient analysis such as gait, range of motion, life-style, etc., for patients with unusual conditions, multiple complex conditions, interrelated conditions, etc. Assess the patient for indications/contraindications and discuss the assessment with the physician; request the purpose of and provide considerable influence in the development of the overall treatment plan Provide custom devices to patients as prescribed by the physician. This may include but is not limited to: casting, digitizing, scanning, positive model preparation and modification, selecting appropriate materials and components, thermoforming, trimming, assembling devices, evaluating workmanship and fabrication performed by outside central fabrication facilities, ensuring structural safety and manufacturer recommendations are followed for final delivery to patients Provide ongoing care and periodic evaluation to assure, maintain, and document optimal fit and function of prostheses, orthoses, soft goods, inserts, shoes, and compression devices provided to patients May provide oversight of fitters and/ or technicians as assigned based on certification requirements May be called upon to provide educational in-services to physician groups such as podiatry, primary care, PMRS, orthopedics, etc. or other groups as assigned Work Schedule: Monday through Friday, 7:30am to 4pm Compressed/Flexible: Telework: Available Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: 1) A bachelor's degree or higher in orthotics AND prosthetics from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) accredited program; OR 2) A bachelor's degree or higher in any major along with a post-graduate orthotics or prosthetics certificate from a CAAHEP accredited program. Foreign Graduates: Graduates of foreign degree programs must have proof of a minimum of a bachelor's degree from an accredited college or university (or foreign equivalent, as verified through an independent credential evaluation company), with a specialization in orthotics and prosthetics. Board Certification: Candidates must be board certified by the American Board for Certification in Orthotics and Prosthetics (ABC) or the Board for Orthotist/Prosthetist Certification (BOC) as an orthotist, prosthetist, or orthotist/prosthetist. The board certificate must be current and you must abide by the certifying body's requirements for continuing education. Certification as a technician, pedorthist assistant or fitter does not meet this requirement. Loss of Credential. An employee in this occupation who fails to maintain the required certification must be removed from the occupation which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation for which he/she qualifies if a placement opportunity exists. Grandfathering Provision. Orthotists, prosthetists, or orthotist/prosthetists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Orthotists, prosthetists, or orthotist/prosthetists that do not meet the basic requirements for education and certification may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) Employees initially grandfathered into this occupation who subsequently obtain additional education and/or certification that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (4) If an employee who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: In addition to the Basic Requirements, the following criteria must be met: (a) Experience. Completion of 1 year of experience equivalent to the next lower grade level as an orthotist/prosthetist functioning as a full member of the clinical team which includes significant involvement in treatment plan development for the most complex types of conditions. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSA and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): 1. Knowledge of regulatory requirements established by the ABC, BOC, the National Committee for Orthotic/Prosthetic Education (NCOPE), the International Association of Orthotists and Prosthetists (IAOP), the American Academy of Orthotists and Prosthetists (AAOP), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), etc. *2. Knowledge of administrative functions including budget development and management, inventory management, space and workload planning, as well as knowledge of the National Prosthetic Patient Database (NPPD), knowledge of the Prosthetic National Software (PNS) package, Decision Support System (DSS), and knowledge of accreditation requirements for orthotic and prosthetic laboratories and certification requirements for individuals. (c) Demonstrated Knowledge, Skills, and Abilities. In addition to the education or experience above, the candidate must demonstrate the following KSAs: 1. Ability to attend clinics and participate as a member of the treatment team. This includes knowledge of medical terminology, anatomy, physiology, biomechanics, kinesiology, physics, and etiology of diseases as well as knowledge of psychology and age-related competencies. 2. Knowledge of the Healthcare Common Procedure Coding System (HCPCS). 3. Ability to conduct clinical patient analyses such as gait, range of motion, life style, etc., for patients with complex but typical conditions. 4. Ability to take necessary measurements, casts, or scans to develop positive molds of the affected area of the body to create orthoses and/or prostheses. (d) Assignments. Employees at this level perform a broad range of orthotic and prosthetic services designing custom devices using standard components to optimize patient performance for difficult and complex but typical conditions. Assignments include clinic attendance to provide information on standard and stock items which are readily available. The work involves identification of the biomechanical condition; explaining procedures to patients to reduce anxiety and gain support and cooperation; detailed patient assessment including conducting gait analysis, range of motion, coordination and balance, and motor skills; interviewing patients for lifestyle assessments; taking necessary measurements, casts, or scans to develop positive molds; recognizing physical abnormalities, deviations, and complicating conditions; fabricating, fitting, and evaluating these custom devices; and maintenance of the patient's record. The work may include use of Computer Assisted Design/Computer Assisted Manufacturing (CAD/CAM) systems. References: VA handbook 5005, Part II, Appendix G32 Orthotist Prosthetist Qualification standards GS-0667 Physical Requirements: Functions primarily within VA medical facilities; environmental exposures and physical demands vary across the health care systems. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting, with intermittent bending, pulling, and pushing. Movement between work areas within the health care system is expected. Occasional lifting of objects up to 45 pounds may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing appropriate to the health care environment. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and be able to shift priorities based on patient and department needs.
