The VA Central Ohio Healthcare System is recruiting for an Associate Chief of Surgery, to be incumbered by either a Physician or Podiatrist.

Duties

***Open to current employees of the Chalmers P. Wylie VA Medical Center and associated CBOCs.*** The Associate Chief of Surgical Services is responsible for the operation and supervision of the Surgical Service, including resident education, Medical Staff Leadership, quality improvement, maintenance of reusable medical equipment, and the provision of excellent Outpatient care. He/she insures National and local missions, values, vision, and performance measures are supported and met, provides efficient management of resources and budgetary constraints, facilitates a collaborative team environment, develops orientation and training pertinent to clinical staff under the service, and proactively identifies needs and concerns related to the service. Administratively, he/she is responsible for making long-range plans for the continuing function and development of the surgical service and for the development of sound and carefully documented organizational plans and budgetary proposals for presentation to top management. He/she has the skill set to interact positively with diverse teams to lead and promote surgical staff excellence, staff development, with experience in a Veteran centered healthcare setting. Represents the service on important Medical Center committees with influence on patient care, teaching, and closely monitors all other committees on which the surgery service has representation. Responsible for recruiting qualified physicians to perform comprehensive and specialized surgical patient care and teaching. He/she maintains an active role with the Quality Management, Patient Safety, and other facility services by actively participating in peer reviews and by facilitating any outside surgical peer reviews requested through the Chief of Staff office. Plays a pivotal interactive role with quality/outcome measurement systems that are in place as integrated improvement tools. He/she assures that data collection is accurate and verified and that the returned aggregated data elements are communicated to the appropriate process owners and providers. Is responsible for the diagnosis and treatment of patients with medical and surgical diseases, accomplished through ambulatory resources assigned to the surgical service. Also, actively participates in patient care by conducting patient clinics, consultations, outpatient operative procedures and other similar activities. Participates in the ongoing professional development of all surgical resident physicians, providers, and students that intermittently work with affiliates under the Academic Affiliation Agreement. Work Schedule: Monday - Friday, 7:30AM to 4:00PM. Additional hours required dependent upon patient/care/organizational needs. *Selection will keep current assignment of patient care (80% of duties) and spend 20% on Associate Chief specific duties. Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Physician Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Podiatrist Basic Requirements: Citizenship. Candidates must be a United States citizen. (Noncitizens may be appointed when it is not possible to recruit qualified citizens, in accordance with chapter 3, section A, paragraph 3g, this part.) Education. Applicants must possess a doctor of podiatric medicine degree, or an equivalent degree resulting from a course of education in podiatric medicine and surgery. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. (1) Approved schools are United States schools of podiatric medicine and surgery, approved by the Council on Podiatric Medical Education of the American Podiatry Medical Association in the year in which the degree was granted. NOTE: The Under Secretary of Health or designee in Central Office may approve the appointment under authority of 38 U.S.C. § 7405 for a podiatric graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area. Licensure or Registration. Applicants must possess a current, full, and unrestricted license to practice medicine or surgery in a state, territory, or commonwealth of the United States, or in the District of Columbia. The podiatrist must maintain current registration in the state of licensure if this is a requirement for continuing active, current licensure. (1) Impaired Licensure. A podiatrist who has, or has ever had any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 14 of this part. (2) Waiver of Licensure. Licensure requirements may be waived by the Under Secretary for Health, or designee in Central Office, for individuals in research, academic, or administrative assignments, involving no direct patient care responsibilities, in accordance with current regulations. In addition, the facility 1 director may waive this licensure requirement if the podiatrist is to serve in a country other than the United States, and the podiatrist has licensure in that country. (See section B, chapter 3, paragraph 14 of this part, for waiver of licensure provisions.) NOTE: Individuals who have or had multiple licenses, and had any such license revoked for professional misconduct, professional incompetence, or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the state for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position, unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). This requirement does not apply to licensed podiatrists on VA rolls as of November 30, 1999, provided they maintain a continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of state license, registration, or certification. Residency Training. Podiatrists must have completed residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or (2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training. Preferred Experience: Candidate must possess strong leadership and interpersonal skills. Reference: VA Regulations, Qualification Standards. Physical Requirements: Physicians should be physically and mentally capable to perform the examinations, formulate the diagnosis and treatment plan, and educate residents. Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), heavy lifting (45 pounds or over), reaching above the shoulder, and repeating bending. They should be emotionally and mentally stable and capable of performing the duties of the position.
