Duties

Promotes policies and work practices to assure safe, healthful, and efficient operations, accountable for the policies and programs within the safety and occupational health program. Prepares safety policies, procedures, and guidelines and executes a program budget and safety training; ensures compliance of federal and industry standards. Serves as technical consultant for all safety and occupational health issues. Interprets Occupational Safety and Health Administration (OSHA) and national consensus standards. Plans, schedules, and conducts safety and health inspections. Ensures compliance of OSHA General Industry and Construction Standards 29 Code of Federal Regulations (CFR) 1910/29 CFR 1926 and other industry standards. Assists or leads accident investigations; prepares chronological narrative of factors, summarizes investigation findings. Promotes procedures for accident prevention and hazard control. Analyzes unsafe conditions and operations; provides recommendations for hazard abatement; makes recommendations to eliminate or control hazards. Assists with preparation of investigative reports of accidents. Program lead for all matters involving Continuity of Operations, occupant emergency planning, facility emergency management, and OSHA. Assists in the coordination of disaster preparedness with the Federal Emergency Management Agency (FEMA) and Office of Emergency Services (OES).

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Education Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to the above Selective Placement Factors, you must also meet the below requirements to qualify for this position. To qualify for the GS-09 Have at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as: Experience assisting with risk assessments for operations that include the utilization of heavy equipment, OHVs, boats, or snow-machines; high-risk recreation activities; or any activity that requires the use of personal protective equipment. Assisting in developing office-wide safety programs; including preparing annual goals, assessing training needs, preparing training plans, and conducting training. Knowledge in safety and occupational health principles, practices, procedures, and standards applicable to a full range of administrative duties sufficient to plan, organize, direct, operate and evaluate a safety and occupational health program that involves a wide variety of hazards. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.; OR I have successfully completed two (2) full years of progressively higher-level graduate education leading to such a degree; OR have obtained a LL. or J.D. that is related to the position being filled. OR Have an equivalent combination of specialized experience and education. To qualify for the GS-11 Have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is defined as: comprehensive knowledge of safety and occupational health principles, practices, procedures, and standards applicable to a full range of administrative duties sufficient to plan, organize, direct, operate and evaluate a safety and occupational health program that involves a wide variety of hazards. Experience conducting risk assessments for operations that include the utilization of heavy equipment, OHVs, boats, or snow-machines; high-risk recreation activities; or any activity that requires the use of personal protective equipment. Experience in implementing an office-wide safety program; including preparing annual goals, assessing training needs, preparing training plans, and conducting training. Interpret the Occupations Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Fire Protection Association (NFPA), American Conference of Governmental Industrial Hygienists (ACGIH), Department of Transportation (DOT), Federal Employees Compensation Act (FECA), and Environmental Protection Agency (EPA) standards and regulation. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in safety or occupation health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciples: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Have an equivalent combination of specialized experience and education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Incumbent will visit field locations and inspect working conditions. Field locations may include construction work sites, outlying buildings, recreation areas, and other facilities and equipment in various remote locations. Requires frequent standing, walking, climbing, bending, and traveling off road. Office work is mostly sedentary. Work Environment: Involves a mixture of time in the office and time traveling. Travel may include flying in a small aircraft or helicopters, riding or driving in cars, trucks or off highway vehicles over rugged terrain in remote areas in quickly changing and sometimes hazardous conditions. Exposure to unusual or potentially dangerous conditions, such as contaminated materials, unexploded ordinance, wildfires, industrial plants with high-frequency noise, scenes of hazardous or toxic material spills and various hazardous chemicals or substances. Because of these environments, the incumbent may be required to utilize personal protective equipment i.e., metatarsal shoes, hard hat, eye and hearing protection, respirator, and gloves for conducting inspections.
