Duties

Duties at the full performance level include: Provide technical materials engineering support to contractors and other related personnel. Perform a variety of technical engineering duties in support of the project materials control program. Inspect, investigate, test and report on a variety of complex and unusual conditions or incidents concerning quality of concrete, lime treated soils, soil-cement slurry, engineered fills and other soil and rock construction materials used to build project feature. Confer with contractor representatives on matters of scheduling, work methods, acceptability of substitute procedures and the quality of workmanship. Proctor density tests to determine the maximum density and optimum moisture of soils, relative compaction tests, permeability and settlement of earth materials. Prepare daily inspection reports and compiles data reflecting laboratory test results, construction progress, and data engineering estimates and reports. Clean, calibrate, and maintain test equipment in accordance with standards and guidelines. Provide training and assistance in technical material engineering to Native American Tribes and entities, local and state governments, other federal agencies, and contractors. Physical Demands: The work requires considerable and strenuous physical exertion, such as: frequent climbing of tall ladders, staging, or scaffolding in dry-dock and vessel areas; working in areas where footing can be treacherous (e.g., on rocky banks of bodies of fast-water, slippery docks, or steep hillsides); lifting heavy objects weighing 50 pounds (i.e., 23 kilograms) or more; and frequent crouching or crawling in restricted areas. Working Conditions: Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing. Additional Work Requirements: Position requires working 12 hours per day Monday through Friday which includes 4 hours of overtime daily for travel to and from work site, also required to work 12 hours of overtime on Saturdays.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-04, you must possess six months of generalized experience and six months specialized experience equivalent in difficulty and complexity to at least the GS-03 in Federal service. Specialized experience at this level is defined as: Experience working in a setting with materials typically used in construction such as concrete, soils, or aggregates (i.e. road base, gravel, screening plants). OR Successful completion of 2 years of post-secondary study that included at least 12 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education/Experience: To calculate the education percentage, first total your semester hours and divide by 30; then take the number of months of full-time experience and divide by 12 (part-time will be prorated. Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must submit copies of your college transcripts. To qualify at the GS-05, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-04 in Federal service. Specialized experience at this level is defined as having experience in three of the following: 1. Interpreting engineering drawings and specification; 2. Experience using basic mathematical concepts and equations; 3. Preforming or assisting with standardized concrete and earth materials testing; 4. Experience in a construction environment assisting with concrete; 5. Experience completing daily work forms or inspection reports. OR Successful completion of a full 4-year course of study leading to a bachelor's degree with either: (A) a degree in an appropriate field of study including: engineering, construction, or industrial technology; OR (B) that included at least 24 semester hours in any combination of courses such engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education/Experience:Have an equivalent combination of specialized experience and graduate level education described above. Only education more than the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. To calculate the education percentage, first total your semester hours beyond for first 60 semester hours and divide by 60; then take the number of months of full-time experience and divide by 12 (part-time will be prorated). Add the percentages together. The total must equal at least 100 percent to qualify. Note: You must submit copies of your college transcripts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 08/05/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-04 and GS-05 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
