This position is located in the Commander Navy Region Southeast, NCBC Gulfport MWR. The purpose of the position is to lead other members of the team as well as to perform work alongside co-workers in the construction, renovation, maintenance and repair of facilities assigned.

Duties

Leadership duties to include: Supervise the MWR Maintenace Division consisting of the division head and two other personnel. Working alongside team members and setting the pace Demonstrating proper work methods Ensuring that needed plans, blueprints, materials and tools are available, and that needed stock is obtained from supply storage areas Plan and Prioritize work to accomplish the goals set forth by the MWR director. These tasks include but are not limited to: Scheduling assignments and personnel Minor construction and self help projects grounds Maintenace to include mowing of all MWR outdoor areas time clock Maintenace DRMO process Support all Equal Employment Opportunity policies. Ensure compliance with all fire, safety, security, hazardous material handling and other environmental protection policies. Work to be performed: Interprets construction and project renovation blueprints, prepares layouts and sketches, prepares purchase requests for tools, material and equipment needed to ensure. Work must be accurate and to specifications according to job requirements. Performs work in at least two of the following trades in the maintenance and repair of grounds, exterior structures, buildings and related fixtures and utilities from initial layout to completion.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • A valid State driver's license is required to operate motor vehicles.

Qualifications

Must have a strong background in construction including a minimum two years' experience supervising minor construction, renovation, repair, preventive maintenance and upkeep to include various aspects of building and ground maintenance. Must be skilled in the use of hand tools, both power and manual, to include various saws, drills and drivers, plus be proficient in the use of various types of lawn mowing and lawn care equipment. Must be skilled in the ability to plan minor self-help projects to include scope of work, materials cost estimate and labor hours required to complete the project. Should have the ability to read and understand blueprints. Must be able to state in writing and orally the full scope of any proposed project. Must have a good understanding of the DRMO process. Must possess a valid State Driver's License. SUPERVISORY CONTROL Incumbent reports directly to the MWR Director, operating under general supervision within the framework of program objectives, policies, and procedures established by Commander Naval Installations Command, Commander Navy Region Southeast and Naval Military Personnel Command. Within established guidelines, incumbent has wide latitude in selecting the course of action and methods to complete assigned task. Satisfactory work is measured in terms of results accomplished in a safe and efficient manner. GUIDELINES Guidelines include discussion and coordination with the MWR Director, Business Manager and other division heads to prioritize work and ensure available funding. Guidelines do not cover all situations or provide solutions to specific problems encountered. However, adherence to established safety practices is essential to the successful completion of any assigned task. COMPLEXITY The wide range of duties requires the incumbent to have a good basic understanding of MWR programs, ensuring effective workload planning and subordinate supervision. The MWR Director will aid the incumbent with scheduling by reviewing and approving work priority weekly, before assignments are distributed. SCOPE AND EFFECT The MWR maintenance program has a direct positive impact on morale and retention by ensuring facilities and equipment are well maintained; and grounds and recreation areas remain well-groomed and usable at all times. Safety and accident prevention programs affect the health and welfare of all employees within the MWR Department as well as authorized patrons. PERSONAL CONTACTS Personal contacts will take place between the incumbent and other MWR employees and supervisors, Supply Department personnel and Public Works Center Personnel. PURPOSE OF CONTACTS The purpose of contacts is to express activity needs and requirements, and to coordinate and effect support and preparation. Often contacts are made to receive direction or requirements necessitating action from the various elements within the MWR Department. Other reasons for contact are to coordinate and prioritize work, inspect work, justify requirements, direct personnel assignments, discuss problem areas, obtain equipment and supplies. PHYSICAL DEMANDS Moderate to heavy physical effort may be required at times. Incumbent must be capable of walking, standing, stooping, behind and working from ladders or high places. May be exposed to the general hazards of the construction and grounds maintenance trades. WORK ENVIRONMENT The work involves normal discomforts associated with weather condition in the Southern United States. Work is both outside and inside due to the primary duties of this position condidting of overseeing grounds maintenacne and minor construction in and around MWR facilities.
