This position is located in Finance Service of the Oklahoma City VA Health Care System (VAHCS), Oklahoma City, OK. The Oklahoma City VA Health Care System is one of the largest in the VISN, is a complex, highly affiliated health care delivery system. The incumbent serves as Budget Analyst for the Health Care System. The incumbent determines requirements, establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget.
Duties
The incumbent serves as Budget Analyst for the health care system budget, including all phases of program planning and analysis. The incumbent determines requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget. As the Budget Analyst your duties may include but are not limited to:
Budget Formulation and Execution
Develops and coordinates the planning, formulation, and execution of the budget including FTEE. Conducts long-range budget planning.
Provides projections based on variable factors; evaluates how budgetary changes impact program goals and operations.
Provides recommendations on budget allocation and resulting changes in program operations.
Monitors and tracks obligations/expenditures through continuing dialog with officials and staff, review of written documents and examination of records.
Prepares budgetary information and data summaries on a wide variety of forms and documents for inclusion in routine and special reports.
Formulates the operating program budget and manages and monitors fund distribution for the operation of the health care system.
Prepares quantitative and analytical data required during the formulation, execution and review processes.
Analyses and Reporting
Prepares supporting data or material for funding requests and justification for submission to VISN or other higher headquarters.
Conducts costs analysis relating to budgeting and funding.
Identifies, analyzes, and resolves budgetary problems, such as those requiring the development of alternate methods of funding when unstable funding levels necessitate reprogramming throughout the fiscal year.
Prepares phasing and obligation plans to project budget execution rates based on analyses of programs.
Monitors the use and rate of expenditure of budgeted funds. Reprograms funds between accounts to maintain balanced programs.
Research, Consultation and Compliance
Provides advice and guidance to management officials on all budgetary matters.
Develops and implements policies and procedures; advises management on the proper use of funds; ensures managers maintain adequate funding levels and controls throughout the year; provides reports and budget updates, etc.
Drafts and implements policies and procedures for managing budgetary and finance operations and plans.
Determines necessity for establishment of new systems, methods or techniques for adhering to provisions. Implements procedures and controls to minimize probability of the occurrence of an anti-deficiency violation.
Work Schedule: Monday-Friday 0800-1630

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at the least next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in the identification, analysis, and resolution of a range of budgetary problem, experiencing in for casting and creating analysis reports, knowledge of budget regulations, familiar with for 4Cast application or similar Cloud based applications. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR,
Combination: Applicants may also combine education and specialized experience to qualify at this level. You must have an combination of completed 6 months of appropriate experience equivalent to GS-07 (50 percent of the experience required for the GS-09) and 27 semester hours of appropriate graduate education (50 percent of the education required for GS-09, in excess of that required for GS-07).
GS 11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: US Code, OMB, GAO, VA, and VHA policies, directives, and regulations. Skill in the identification, analysis, and resolution of a range of budgetary problems, Intermediate Microsoft excel skills, experiencing in for casting and creating analysis reports, knowledge of budget regulations, familiar with for 4Cast application or similar Cloud based applications.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or I have completed 3 full years of progressively higher level graduate education leading to such a degree, or I have an LL.M., if related. Education must be in education or a subject related to the position to be filled. Only education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position will be accepted. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfulyl completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first two years (36 semester hours) of graduate education may be used to qualify applicants for the GS-11 level. E.g., 2.5 years of progressive graduate education leading to a doctoral degree (45 semester hours) would meet 50% of the requirement at this grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
