About the Position: Serves as a Supervisory Contract Specialist for the Kansas City Contracting Division responsible for pre-award and post award function for procurements across a broad spectrum of Construction, Architect-Engineer, Service and Supply contracts of significant importance to the agency and its customers. Duties

Works as a Section Chief under the general direction of an Execution Branch Chief as a technical subject matter expert, Contracting Officer, and a Supervisory Section Chief accomplishing both pre-award and post-award contracting functions. As a Senior Supervisory Contracting Officer, has complete oversight for all contractual actions and phases of the program including initial planning, requirements definition, determining contracting type, and training equipment and materials. Execute day-to-day operational oversight and control for assigned staff in accordance with broad general guidelines and assignments from the Branch Chief. Provide both technical and administrative support and supervision over assigned civilian and military personnel, e.g., team leads, contracting officers, contract specialists and procurement technicians. Perform formal source selection processes and advises other contract specialists and contracting officers in matters involving all areas of the source selection process Mega Section Chief shall obtain and maintain an unlimited procuring contracting officer warrant. Military Section Chiefs shall obtain and maintain a $250 million or greater procuring contracting officer warrant. Civil Section Chiefs shall obtain and maintain a $100 million or greater procuring contracting officer warrant. Environmental Section Chiefs shall obtain and maintain a $250 million or greater procuring contracting officer warrant. Advise on all phases of pre and post award including; source selection, solicitation of proposals/bids, negotiation of contracts, price and/or cost analysis, award of contracts, all phases of contract administration.

Requirements

  • Appointment to this position is subject to a one-year Supervisory probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time

Basic Requirement: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. A 4-year course of study leading to a bachelor's degree in a field such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the Basic Requirement listed above, to qualify for this position, you must also meet the Specialized Experience listed below. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
