Duties

Summary: The primary purpose of this position is to provide quality services in the area of general education services, tuition assistance, educational counseling, and military testing. Also performs technical, specialized work in support of the education and training functions and provides technical leadership to lower grade personnel in support of the customer support function. Qualifications

This is an obligated position in which an employee has return rights. Upon the employees return, incumbent may be required to vacate the position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of rules, concepts, techniques, procedures, and operations of development education and civilian/military training programs to perform a wide variety of assignments involved in the development of training for students. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function. Knowledge of the education and training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must have in-depth knowledge of AFI 36-2649 Air Force Voluntary Education Program, AFH 32-1084 Facility Requirements Standards and AFI 36-2605, AF Military Personnel testing System, AF MilTA program, and education and career counseling. 2. Must have working knowledge/experience with the AF Automated Education Management System (AFAEMS) and the Weighted Airmen Promotion System (WAPS) Information Retrieval System (WIRE). Ability to maintain comprehensive education records in AFAEMS. 3. Knowledge of standardized rules, regulations/instructions, procedures of educational and testing programs, and about all levels of post-secondary education in order to guide undergraduate and graduate students. 4. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieves and input data, and maintains accurate files; a qualified typist is not required. 5. Working knowledge of general office administrative and clerical procedures to distribute mail, answer telephone, keep appointment calendar, maintain files/office forms, and order supplies. 6. Ability to read and interpret specific procedural guidelines pertaining to administrative support, including locally developed equipment operating and document processing instructions, which are directly applicable to the work. Ability to communicate effectively, both orally and in writing, using tact and courtesy. Ability to plan and organize work and to meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
