The purpose of this position is to perform a variety of budgetary and cost analysis functions in implementing the installation's financial programs, policies, and procedures
Duties
Preparation of Operating Budgets and Financial Plans.
Receipt /Distribution of Operating Budgets and Financial Plans and Revisions and Operating Budget Execution.
Program Analysis.

- This is a Financial Management Level 2 certified position IAW the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirement
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Program
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent setting decision, procedures, and regulations issued by the Air Force, HO AETC, and the installation to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives.

EDUCATION: I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. And knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs organizations.
2. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. And knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
3. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
4. Skill in formulating, justifying, and/or executing assigned budgets/programs.
5. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and /or advise on budgetary processes/actions
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
