The primary purpose of this position is to assist the Chief of Training in planning, developing, implementing, reviewing and evaluating a comprehensive training program, and administering the Fire Fighter Certification program for all functional areas of the fire protection flight. Instructs classes in a variety of subjects.

Duties

Plans, develops, implements, reviews, and evaluates the On-the Job Training Program to include the Fire Fighter Certification System. Establishes firefighter driver/operator training requirements. Conducts scheduled and unscheduled training exercises. Monitors the Fire Protection Flight's safety and health training program. Substitutes for the assigned Assistant Chief for Training. This position will support the Federal Government's response to efforts to COVID-19.

• TOUR OF DUTY IS 60 HOURS PER PAY PERIOD WITH SAME ANNUAL SALARY. This is not a developmental position.
• This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program.
• As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
• The selectee must sign statements acknowledging the position is identified as a TDP.
• Performs regular firefighting duties as needed. Must participate in firefighter physical fitness and physical assessment program.
• Required to perform TOY and fly by military or civil/ aircraft, required to work one 24- hour shift per week and/or extended hours.
• Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
• May be required to respond on off-duty time during a conflagration or stay over until an emergency has been terminated. Employee may be subject to recall.
• Employee is required to use all safety equipment and clothing provided by management.
• The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required.
• Must be able to obtain and maintain a Secret Security Clearance.
• This position requires a pre-employment physical/medical examination.

Qualifications

Continued from Conditions of Employment: IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. Qualifications: THIS IS AN OBLIGATED POSITION WHICH AN EMPLOYEE HAS RETURN RIGHTS. UPON THE EMPLOYEES RETURN, INCUMBENT COULD BE SUBJECT TO REASSIGNMENT. This is a Term position NTE 30 Sep 2029; the individual selected for this position may be extended without further competition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-08 grade level (or higher) or equivalent in other pay systems which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: Knowledge of fire protection, and Civil Engineer standards, policies, and practices to include OSHA regulations, Department of Defense Instructions, National fire Protection Association Standards, Air Force Instructions, and Flight Operating Instructions as related to fire protection and prevention to establish, implement and maintain a comprehensive training program, principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable OSHA regulations, Department of Defense Instructions, National fire Protection Association Standards, Air Force Instructions, and Flight Operating Instructions as related to fire protection and prevention to establish. implement and maintain a comprehensive training program, principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. Knowledge of Air Force/DoD Fire protection, and Civil Engineer standards, policies, and practices to include knowledge of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. The theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. Knowledge of fire, safety, and occupational health principles, methods, equipment, practices, and techniques. Knowledge of protective gear, equipment, and suppression or neutralizing, substances or procedures appropriate to the various hazards. Knowledge of principles, practices and techniques of education and training sufficient to develop and present formal training and instructional sessions Ability to prepare reports that accurately identify discrepancies and recommend follow-on training, plan, organize, and direct functions and to mentor, motivates, and apprises the staff of an organization. Ability to communicate orally and in writing, and deal effectively with widely diverse individuals and groups. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level.
