The purpose of this position is to serve as the Supervisory Contracting Officer Representative for the Defense Innovation Unit (DIU). The incumbent is responsible for overseeing and managing a variety of service contracts that support the mission of DIU, including its core team, the National Security Innovation Network, and the National Security Innovation Capital teams.

Duties

Incumbent typical work assignments may include the following: Serves as the Supervisory Contracting Officer Representative, overseeing a variety of operational support contracts that support the mission of the Defense Innovation Unit (DIU), including the core DIU, National Security Innovation Network, and National Security Innovation Capital teams. Advises DIU Acquisition leadership and stakeholders on contracting policies and procedures consistent with the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and Department of Defense (DoD) policies. Assists DIU in planning, soliciting, administering, and exercising financial, programmatic, and technical oversight on assigned contracts Provides technical expertise to DIU requirements owners in developing acquisition planning/requirements packages, documentation for requirement approval, and contracting documentation such as statements of work. Plan, prioritize, and assign work, establish deadlines, evaluate subordinates' work, provide advice and instruction. Advises DIU Acquisition leadership on service requirements affecting ongoing and new contracts, address and resolve customer concerns, elevate significant concerns to higher-level supervisors, and respond to inquiries and requests for status updates. Performs contract administration support on multiple active contracts, including modifications, terminations, and performance monitoring, and assists in processing contract payments and closeouts. Collaboratively works with Contracting Officers and DIU requirements owners to plan, develop and establish acquisition strategies, emphasizing flexibility while ensuring sufficient rigor to enable program success. Develops strategic and tactical plans to support DIU initiatives; plan, develop, implement, and evaluate contracts in response to DIU mission requirements. Directs performance of contract technical administration to include critical review of proposed changes; ensuring compliance with contract terms and conditions; resolving delays and disputes; and ensuring contract completeness in preparation for contract closeout. Cultivates and maintains productive working relationships with DIU leadership and appropriate stakeholders to share information of interest, explain the specifics of DIU contract actions and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant issues. Interprets budget policy, coordinate, and plan budget services, manage resources, and forecast budgetary trends and activities.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Experience serving as a Contracting Officer's Representative (COR) on a variety (FFP, CPFF, CPIF, etc) of large dollar value service and supply contracts and well-versed in defense contracting laws, principles, and regulations; Strong understanding and demonstrated experience with the Programs, Plan, Budgeting and Execution (PPBE) process; Experience demonstrating knowledge of procurement law, regulations, and procedures, including contracting methods and types of acquisition instruments, as well as business and negotiation strategies; Experience utilizing program management, analytic, and critical thinking skills, including the ability to identify needs and requirements, and develop process improvement recommendations for the successful execution of support contracts; Experience communicating information, both orally and in writing, in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives; Experience working effectively both independently and in a team or collaborative environment, mentoring junior colleagues, and utilizing strong organizational and interpersonal problem-solving skills. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
