You will serve as a FINANCIAL MANAGEMENT ANALYST in the Navy Readiness and Mobilization Command, Jacksonville, Financial Management (N8), Jacksonville, FL of NAVRESREDCOM SOUTHEAST.
Duties
You will be responsible for assisting in the formulation of budgets and estimates to support plans, programs, and activities.
You will be responsible for reviewing and evaluating budget requests, controlling and reporting of obligations and expenditures.
You will be responsible for the development, determination, and interpretation of budgetary policies and practices.
You will be responsible for providing information about, and interpreting standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will be responsible for researching guides to locate accounting, budgetary and financial information and preparing summaries for use by managers.
You will be responsible for performing specialized work involving managerial or administrative work in connection with accounting systems.
You will be responsible for analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.
You will be responsible for tracking and controlling of funds for special programs and analytical or program work pertaining to payroll, cash control, or benefit systems.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate:
Experience using the Command Financial Management System (CFMS) and Standard Accounting, Budgeting, and Reporting System (SABRS) Site Modules in order to maintain financial Operating Targets (OPTAR's).
Experience providing guidance on issuing, amending, and receipting documents withing the CFMS and SABRS Site Modules.
Experience with Reserve Personnel Navy (RPN) and Navy Reserve Order Writing System (NROWS) in order to provide guidance to Order Writing Specialist on how RPN funds may be utilized within NROWS.
Experience with administratively setting up new Defense Travel System (DTS) sites providing policy and procedural guidance and training as necessary.
Experience compiling, analyzing, and summarizing financial and/or budget information.
Experience assisting in the performance of functions such as formulation of budget and estimates to support plans, programs, and activities, review and evaluate budget requests, control and reporting of obligations and expenditures.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a master's or equivalent graduate degree
