About the Position: Serves as a Supervisory Education Services Specialist receives administrative supervision from the Education Services Officer or Director, Human Resources (DHR), for the Directorate of Human Resources, Fort Bliss Texas

Duties

Serve as an Education Services Officer (ESO) or branch chief with responsibility for planning, developing, managing and leading an installation-level Army Continuing Education System Program. Oversee the ACES programs. Plans and develops local policies, goals, and objectives, of the education services and the credentialing/licensure program. Direct the development of such courses or programs through academic and training personnel. Arranges for the necessary classroom space, supplies, and equipment required for all education and training activities. Coordinate with education institutions to establish education and/ training programs. Initiates contacts with the State Department of Education and other state and/or local governing agencies to obtain authority for specific programs. Develop Memorandums of Understanding (MOU) with colleges and universities for programs, facilities, staff, marketing, administration, admission qualifications, fees, courses, equipment, and instruction. Supervise a staff of professional, technical, clerical and support personnel. Performs various personnel management functions. Receive administrative supervision from the Education Services Officer or Director, Human Resources (DHR)

Basic Requirement for Education Services Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (Note: You must attach a copy of your transcripts.) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the Basic Requirements, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes: directing professional and technical work, including educational services, to authorized personnel for educational, career development and enhancement, assisting with researching education needs for personnel through needs assessments, interest inventory surveys and/or discussions with students This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Education ManagementEducational Service ProgramsOral CommunicationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
