This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resource Conservation Services (NRCS), Office of the State Conservationist, Snow Survey Data Collection Office (DCO). The incumbent serves as the Water Supply Specialist (WSS) on the Snow Survey staff assisting in managing Snow Survey components for the state.

Duties

Prepares the Water Supply Outlook Report (WSOR), and other products monthly through the winter and spring. Assists with making technical and scientific recommendations and decisions for the State Snow Survey Program. Provides leading technical assistance and review of data for streamflow, reservoirs, snow courses, and Snow Telemetry (SNOTEL) sites. Produces and disseminates water supply reports, news releases and other information relating to the snow survey program. Assists Snow Survey Supervisor in providing briefings, presentations, and other outreach to the public and partners. Assists with maintaining working relationships with federal, state, local, and tribal partners. Assists with the installation and maintenance of snow courses and Snow Telemetry (SNOTEL) sites within Oregon.

Basic Education Requirement: Degree: Completion of all requirements for a bachelor's or higher degree in physical or natural science, or engineering, that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Coursework must have included at least 6 semester hours in calculus (including both differential and integral calculus) and at least 6 semester hours of in physics. Calculus and physics, as described above, are requirements for all grade levels (must provide transcripts); OR Combination of Education and Experience: A combination of education and experience that has provided the knowledge, skills and abilities equivalent to that gained through a bachelor's degree in an appropriate field of study. The education must have included: at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. (must provide transcripts) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 Specialized Experience at the GS-11: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Gathering hydrologic data to be distributed to staff and stakeholders; Providing technical assistance for stream flow or reservoir data analysis; Assisting in providing hydrologic technology to develop snow survey products; Working with hydrologic field personnel on data collection site installation. To perform the duties of this position, the incumbent must serve as an incidental motor vehicle operator. This position requires the safe operation of various vehicles including pick-ups and 1-ton trucks, SUVs, 4-wheel drives, ATVs and snow machines. The incumbent will be required to safely operate vehicles pulling trailers loaded with equipment for extended periods. The operator drives on public, private and off roads during daylight hours and occasionally after dark, commonly in snow conditions. Safety and Health: Performs duties in a supportive manner of a safe and healthy work environment. The employee exercises caution and maintains all safety requirements when exposed to dangerous objects, chemicals, and extreme temperatures. Occasionally, the incumbent may be exposed to severe winter storm conditions and the hazards of heat, cold, wind, various precipitation, severe weather and snow avalanche. Other work situations, which require extra safety precaution, include riding in low flying aircraft in mountainous terrain. working in the immediate vicinity of helicopter sling load operations, and driving on remote, unmaintained, icy or slippery 4WD roads or trails. When conducting field surveys or system maintenance or installation, the work environment will be outdoors at high elevations in remote and mountainous backcountry settings
