About the Position: Serve as the Outreach Program Specialist in the Planning, Programs, and Project Management Division to coordinate outreach efforts, serve as a communication expert and leader for activities associated with Pittsburgh District Projects, including Mega projects.
Duties
Create outreach policies and strategies to educate the public and promote the need for civil works projects.
Build partnerships with individuals or groups who may have opposing points of view to resolve issues and/or negotiate agreements.
Coordinate committee meetings and represent a program to ensure public interest is reflected in program implementation.
Provide staff-level advice and assistance to senior leaders in developing strategies, goals, objectives, vision, and values.
Utilize specialized knowledge of the environmental protection programs and the laws and regulations related to environmental protection activities.
Manage contracts (i.e. contractor selection, preparing estimates, directing contractor activities throughout the contract period).
Communicate with stakeholders through verbal and written means.
Implement communication plans and engagement activities to promote public involvement in civil work projects among diverse communities.
Develop, write, update, and edit products for print, online, and digital platforms including reports, newsletters, brochures, video clips, social media material, infographics and web sites.
Utilize office automated computer systems and applications (i.e., Microsoft Word, Excel, PowerPoint, Access [add additional applicable systems]) to analyze data and create outreach/communication materials in the correct format.
Lead project teams to ensure timely and quality product delivery with respect to outreach initiatives.
Assign, monitor, and review the work of workers to ensure a coordinated/integrated assessment, evaluate alternatives and recommended solutions.
Participate in stakeholder meetings to address, negotiate and resolve issues affecting Pittsburgh District projects, including Mega projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One (1) year probationary period may be required if not completed previously.
- Temporary Duty (TDY) up to 25% of the time is required.

Specialized Experience to qualify for GS-12: One year of specialized experience which includes 1) Creating outreach policies and strategies to educate the public and promote the need for civil works projects while protecting natural resources (water, vegetation, fish, wildlife, and endangered species) and fostering environmental restoration. 2) Implementing communication plans and engagement activities to promote public involvement in civil work projects among diverse communities. 3) Communicating with stakeholders through verbal and written means. 4) Developing, writing, updating, and editing products for print, online, and digital platforms including reports, newsletters, brochures, video clips, social media material, infographics and web sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
