About the Position: You will function as a Public Affairs Specialist supporting the mission of civil works, military construction, and interagency services, executing a full-service public affairs program comprised of media relations, command information, community engagements and communication planning for those project delivery teams delegated by the Public Affairs Officer. This position is located in Nashville, TN.
Duties
Inform District Engineer and key staff of public attitudes and probable public reaction to matters pending and counsel them on shaping plans and actions to facilitate public understanding and cooperation.
Serve as a spokesperson to the news media and works to build relationships with external media outlets.
Advise project managers and subject matter experts in developing and executing communication planning.
Engage the public through maintained social media presences in a timely manner.
Actively join relevant online conversations and provides accurate information about the District to the public and media.
Monitor daily and future trends to determine which social media/media strategies need to be utilized and which need to be eliminated.
Use the public website as a communication channel and uses best Public Affairs knowledge to identify and pursue new and innovative ways to provide important agency information to the public.
Produce creative and professional broadcast quality video/photo stories in a timely manner.
Familiar with Associated Press writing style requirements for writing news releases/articles.

- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

To qualify at the GS-09 grade level, you must have:
Specialized Experience: One year of specialized experience which includes using marketing methods, writing and video software, and social media platforms to communicate agency events, news, policies, and programs to the public; drafting responses to information requests from news media and the general public in written and oral form; assisting with researching, writing, and editing articles and announcements for newsletters and online publications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07)
OR
Education: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Public Affairs. (Note: You must attach a copy of your transcripts.)
OR
I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)

Education: A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree. (Note: You must attach a copy of your transcripts.)

A combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
