This position is located in the Department of Health and Human Services, Administration for Community Living, Center for Policy and Evaluation (CPE), Office of Legislative Affairs (OLA), located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

This position is located in the Department of Health and Human Services (DHHS), Administration for Community Living (ACL), Center for Policy and Evaluation (CPE), Office of Legislative Affairs (OLA). The purpose of the position is for the incumbent to serve as the Legislative Director leading all activities related to Federal legislative affairs that fall under the purview of Congress and authorizations (except for budget and appropriations). Duties Include: The incumbent sets the overall direction for the OLA and its staff members in implementing the agency's legislative agenda. Provides leadership, direction, and supervision for Legislative performing complex, sensitive, diverse, and unique legislative analysis on political matters relating to aging and disability, and on pending health care and human services financing matters. Directs the Legislative Affairs staff in the development of policy through close coordination with ACL and HHS leadership, Congress, private constituents, and stakeholders. Leads the response to all congressional initiatives and conducts congressional briefings and represents the agency in congressional committee markups. Oversees the analysis of legislation that is introduced in Congress which directly affect ACL, or which are of interest to the agency and assesses the impact of legislation on current policies and program direction. Interprets congressional intent on proposed legislative actions and proposes a policy position based on said legislation for the agency.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (5) duties listed below: 1. Analyzing and evaluating federal or state legislation, regulations, and/or other policies to assess their effect on older adults, people with disabilities, and the networks that support community living; 2. Representing interests before members of Congress and/or Congressional Committees related to matters under the jurisdiction of the Senate Special Committee on Aging; the Senate Finance Committee; Senate Committee on Health, Education, Labor and Pensions; the House Education and Workforce Committee; the House Ways and Means Committee; and/or the House Energy and Commerce Committee; 3. Providing expert policy advice to senior staff or decisionmakers by developing written products that articulate, interpret, and/or explain highly complex policies and programs; 4. Leading aspects of congressional and legislative activities for a federal organization, including demonstrated experience in managing and executing the practices, protocols, and/or standards for addressing legislative matters; 5. Cultivating and/or establishing professional relationships with key Members of Congress and their staffs to serve as a federal organizations' primary point of contact on legislative matters impacting key programs and activities.
