About the Position: The primary purpose of this position is to report to Deputy/District Counsel for USACE Honolulu District and serve as a Legal Assistant independently processing Freedom of Information Act (FOIA) and Privacy Act (PA) requests, subject to oversight of the District FOIA Officer, and provides clerical assistance to the Office of Counsel.

Duties

Receives FOIA/PA requests by assigning a tracking number to each request and logging it into the FOIA tracking system. Communicates directly with requestors or their attorneys regarding scope and status of requests. Forwards routine, complex, or voluminous requests to the office(s) possessing the records, provides guidance or clarification to records custodian(s), performs extensive searches of records within the District by assisting records custodians. Communicates directly with OGE 450 filers and their supervisors relating to completing OGE 450 compliance. Coordinates and records extensions in Financial Disclosure Management (FDM) as necessary. Serves as Agency Legal Representative responsible for uploading files into the Federal Sector EEO Portal (FEDSEP) and providing a wide range of administrative and technical support to ensure that all EEO deadlines and filing requirements are met. Conducts independent legal research and analysis using systems such as LEXIS/NEXIS, JAGCNet, and WESTLAW. Enters contract claims and appeals when received into the USACE LawManager Matter Tracking System and updates status of claims and litigation in Law Manager, in needed.

SPECIALIZED EXPERIENCE GS-08: One year of experience at: :1) Preparing, reviewing and organizing legal case materials including large collections of documents; AND 2) Assisting attorneys with preparing discovery requests and discovery responses in litigation; AND 3) Creating documents and spreadsheets for a legal office and for litigation using software such as word processing, spreadsheets, graphics, financial management and office management network information. SPECIALIZED EXPERIENCE GS-07: One year of experience at: 1) Examining documents to resolve problems, 2) Using office software to prepare complex documents containing tables and graphs, 3) Performing legal research, input and retrieve data from the internet and intranet to maintain legal, financial and other databases used in an office, and 4) Producing legal materials (e.g. correspondence, reports, studies, memoranda, etc.) using word processing software. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical)Manages and Organizes InformationTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-6 for the GS-7 and GS-7 for the GS-8).
