The position is located on the Resource Conservation Staff, headquartered in a State Office (SO) of the Natural Resources Conservation Service (NRCS).
The State Biologist has responsibility for providing professional direction and assistance on biology phases of soil and water conservation activities within a comprehensive resource management program at the state level. Incumbent carries out responsibilities under the direction of the office of the State Resource Conservationist (SRC).
Duties
Provide technical guidance, interpretations, and recommendations for the planning and application of biological and other environmental improvements in wildlife management systems which provide suitable habitat for wildlife.
Provide leadership for the maintenance of the electronic Field Office Technical Guide (eFOTG), technical guides, and standards and specifications in coordination with the responsible staff for that specific standard.
Analyze biological and environmental improvement needs of the state and makes recommendations to strengthen the biology and environmental phases of the program.
Analyze the quality and quantity of resource plans and application of biological principles in resource systems within the state.
Assemble and evaluate data for use in establishing economic values of the biological and environmental phases of the state program which are in balance with other scientific and technical phases.
Evaluate Natural Resources Conservation Service (NRCS ) projects for impacts to the environment for compliance with The National Environmental Policy Act (NEPA).

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

Basic Requirement:
Education: Must possess a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.)
OR
Combination of education and experience. Must have a combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.)
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
For the GS-11 grade level:
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
Gathering technical information applicable to biological needs for conservation planning;
Providing input for technical standards related to the biological phases of conservation activities;
Assisting in the development of conservation training aids; and
Maintaining working relations with local agencies and organizations on problems of mutual interest to the soil and water conservation program.

OR
Substitution of education in lieu of specialized experience: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Combination of Education and Experience:: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12 grade level:
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
Analyzing technical information applicable to biological needs for conservation planning;
Creating technical standards related to carrying out the biological phases of conservation activities;
Developing training aids for personnel to recognize the problems in conservation land management.
Establishing working relations with other federal, state, and local agencies and organizations on problems of mutual interest to the soil and water conservation program.
There is no education substitute at the GS-12 grade level.

Physical Demands: The work is sedentary and usually performed while seated at a desk. There is some walking and travel to attend meetings away from the work site. On trips to the field, there may be some physical exertion requiring the incumbent to stand for long periods and/or walk on rough, uneven, or rocky terrain.
Work Environment: Most work is performed in an office setting. Field work occurs in a broad range of conditions from cropland to urban. Occasional travel to field locations may require special protective clothing and safety precautions. Work is often done along streams, roadways, and bridges where natural hazards must be recognized.
