This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Full responsibility for management/surveillance of construction projects involving considerable difficulty and complexity for the VAMC, Canandaigua, NY.

Duties

Provide compliance reviews of contractor operations and procedures to determine the desirability of changes or proposed solutions to problems encountered in construction. Provide technical review of project plans and specifications to determine bid ability, constructability, site compatibility, and anticipated problems. Make recommendations for efficiency improvements reflective of field conditions and identifies deficiencies needing correction. Utilize sound reasoning to identify and analyze problems and arrive at conclusions. Present information to groups and individuals to explain guidelines and regulations regarding projects. Monitor the contractor safety program for compliance with safety manuals and applicable regulations and requirements.

Qualifications

Specialized Experience: One year of specialized experience which includes: providing management advisory and technical services in relation to construction control; identify, evaluate, and recommend appropriate solutions to resolve construction problems; conduct quality control construction project inspections ensuring safety and related practices are met; or other related and equivalent experience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
