You will serve as a ADMINSTRATIVE OFFICER in the naval Reactors Laboratory Field Office (NRLFO) of NAVSEA HQ FIELD SUPPORT. SALARY BY LOCATION: Pittsburgh, Pennsylvania: $61,999 - $116,879 Schenectady, New York: $61,727 - $116,366

Duties

You will apply advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process. You will develop resources for staffing and funding command administrative programs, while performing continuous appraisal of command resource utilization for accomplishing program objectives and goals. You will direct complex studies requiring application of advanced analytical and statistical methods and techniques. You will take appropriate action to simplify operations, reduce operating costs and institute changes to obtain greater coordination and efficiency related to overall administrative program operations. You will apply analytical and evaluative methods to assess administrative program operational efficiencies and effectiveness. You will conduct detailed analyses of complex functions and work processes including examination of past, present, and programmed workloads; nonproductive time; and deviations from standards You will determine valid functional staffing requirements, applying inter-personal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. You will analyze and evaluate how regulatory, or enforcement programs are administered, determining the extent of compliance with rules and regulations issued by the agency, and measuring and evaluating program accomplishments. You will work with others to accomplish complex projects/programs. You will apply innovative approaches to resolve unusual/difficult issues significantly impacting important policies or programs. You will lead and guide others in formulating and executing team plans, motivating and overseeing the activities of individuals and teams with focus on projects/programs issues. You will define, organize, and assign activities to accomplish project/program goals. You will develop, integrate, and implement solutions to diverse, highly complex problems across multiple program functions; anticipating problems by developing sound solutions and action plans to ensure program/mission accomplishment. You will develop plans and use techniques to fit new situations to improve overall program policies and procedures. You will plan and allocate resources to accomplish multiple project/program initiatives; identifying and optimizing resources to accomplish multiple projects/programs goals. You will effectively manage multiple projects/programs goals within established guidelines.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "leading the development, integration and application of policies and/or procedures to an organizations administrative program, targeting sustainable program service delivery efficiencies and effectiveness."
