The primary purpose of this position is to serve as a Headquarters, Air University, Registrar Services Branch team leader to manage and perform all necessary Registrar functions for the students, schools and processes in Air University Professional Military Education and Professional Continuing Education programs. Duties

Recommends/advises on policy, standards, requirements and performs staff work which leads to the effective management of various programs, policy, procedures, standards, and performance of staff work which leads to the efficient and effective programs across and within all Air University schools and programs. Performs duties that include leading and organizing project teams, and advising staff and leadership. Coordinates across all Air University schools and programs, as well as with multiple, worldwide based Air Force and Civilian agencies / institutions and installations to solve/address AU student and program issues.
Duties:
Serves in the Registrar Services Branch for Air University Registrar Office.
Exercises Lead responsibilities.
Establishes, defines, and implements requirements for Registrar Services to ensure services and operations are in line with regulatory and accreditation requirements, support goals, and mission requirements.
Functions as a representative of the AU Registrar supporting installation and functional area organizations.
Performs the AU Registrar Services team functions for Air Force accounting and tracking of all students (Active Duty Air Force, Air Force Reserve, Air National Guard Officers and Enlisted members and Air Force Civilian Personnel) who attend Air Force Professional Military Education (PME), Professional Continuing Education (PCE) and Developmental Education (DE) Programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts.
OR
COMBINATION OF EDUCATION AND EXPERIENCE -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying a working knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. 2) Providing a working knowledge of public law, US Government Department of Education, AF policy, and DoD directives related to AU admissions requirements for academic degree programs, registration, graduation and policies and procedures for processes, to include international, sister services, and civilian students. 3) Using a working knowledge of US Regional Accrediting Agency standards and requirements, AF and AU regulations, policies, and procedures for the day-to-day administration of degree granting academic programs as well as all AF PME and Professional Continuing Education officer and enlisted programs. 4) Applying a working knowledge of registrar operations and procedures to evaluate information gathered from a centralized data source to provide accurate reporting of AU academics and the capability to operate the AU Student Information System for the purpose of managing the life cycle of the AU student from admission and beyond graduation, coupled with the ability to use one or more established computer programs/software applications to enter, maintain, sort, and retrieve organizational and/or program data. 5) Gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. 6) Establishing effective working relationships and communicating with others, orally and in writing, including preparing and conducting formal and informal briefings.

EDUCATION: Successful completion of three (3) years of progressively higher level Graduate education leading to a Ph.D. degree or Ph.D. or equivalent Doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Standards for General Schedule Positions.)
2. Knowledge of public law, US Government Department of Education, AF policy, and DoD directives related to AU admissions requirements for academic degree programs, registration, graduation and transcripting policies and procedures for processes, to include international, sister services, and civilian students.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
