This position is located with the Bureau of Indian Affairs, Southwest Region, Division of Environmental, Safety, and Cultural Resources Management in Albuquerque, New Mexico.
Incumbent conducts and coordinates environmental compliance activities, programs, and responsibilities on Indian reservations.

Duties
Serves as expert Regional staff authority with regard to cultural resources matters and various laws and regulations, relating to archaeological resources, historic preservation and paleontology.
Reviews applications for non-collection survey authorizations, Archaeological Resources Protection Act Permits (for paleontological investigations), and Antiquities Act Permits.
Evaluates the qualifications and proposed research of the applicants, and makes recommendations for the issuance of these authorizations and permits.
Responsible for carrying out the direction set forth in various pieces of Federal cultural resources legislation and regulations to ensure Regional compliance.
Makes recommendations on the planning, organizing, coordinating, and supervising of archaeological identification, protection and recovery program.
Prepares and presents training programs in cultural resources compliance and antiquities violations to region wide office, agencies, and law enforcement staff to familiarize them with the compliance procedures and antiquities laws.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions; and Individual Occupational Requirements for GS-0193: Archaeology Series).
Basic Qualification Requirement:
A. Education: Degree that included 3 semester hours each in the following course areas: History of archaeology; Archaeology of a major geographical area such as North America or Africa; Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work -AND- 6 semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying -AND- Archaeological field school;
OR
Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A above (including archaeological field school);
OR
B. Combination of Education and Experience: combination of education and experience that provided knowledge equivalent to that described in A above, plus appropriate additional education or technical experience to total 4 years. This combination must have demonstrated that you possess the knowledge, skills, and abilities required to perform the work of an archaeologist comparable to that normally acquired through the successful completion of a full 4-year course of study;
OR
C. Experience: Four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic qualification requirements, applicants must have the following:
GS-12: Qualifying is one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service that included work involving archeology or cultural resource management; conducting archeological field investigations and laboratory analysis, preparing interpretative materials, and using specialized techniques such as analysis of animal or plant remains; integrating results into agency or departmental environmental assessments, impact statements, operation programs, historic preservation compliance reports, and varied types of planning documents.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
