This is a National Guard Title 32 Excepted position for a SAFETY SPECIALIST, Position Description Number PDD0696000 , and is part of the SC AASF, South Carolina Army National Guard.

Duties

This position is located in the Army National Guard, STARC Headquarters, Aviation and Safety Office (Model A) / Safety and Occupational Health Office (Model B), Ground Safety Section. The purpose of this position is to provide assistance in implementing and administering the troop and operational safety support programs. Occupational Series GS-0018, Safety and Occupational Health, determines methods and procedures for controlling or eliminating hazards. It covers work in planning and executing formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses that cover a wide range of work operations and conditions related to explosives systems, missile systems and/or weapons ranges. The work directs the development of specialized operating practices that modify or, when necessary based on interpretation of policies, standards, and regulations applicable to weapons/explosives safety, significantly depart from standard techniques. The Series encompasses the reviews of plans and specifications for new construction, major building alterations, and/or changes in installation equipment; and, monitors the project through completion to ensure compliance with safety codes and standards. The work involves technical safety training and instruction to supervisors, technicians, and unit safety representatives on topics such as, proper handling and storage of weapons and explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards and building evacuation procedures

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard *Note- Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. GENERAL EXPERIENCE REQUIREMENTS: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE REQUIREMENTS: Defined as experience that prepares the applicant to perform the duties of this position, is mandatory and must show the following activities: Performed periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. OTHER KEY REQUIREMENTS: Current U.S. citizenship, naturalized citizen or permanent resident. Males born after 12/31/1959 must be registered with selective service. Successful completion of a background investigation. Must possess a valid state driver's license to operate government motor vehicles. Never been convicted by a general, special, or summary courts-martial. Ability to speak English clearly and distinctly iaw the Read Aloud Test (RAT). Ability to communicate effectively in writing. Must maintain an Air Force Network License MEDICAL REQUIREMENTS: For entry into this specialty, normal color vision as defined by referenced authorities. Freedom from fear of heights (acrophobia). No history of emotional instability, personality disorder, or other unresolved mental health problems. No record of claustrophobia or claustrophobic tendencies. No medical conditions preventing prolonged standing, repetitive movements, walking up to one mile, or walking up and down stairs. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment. Education

EDUCATION REQUIREMENTS:
For entry into this specialty, completion of high school or general educational development equivalency is mandatory. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. For example, successful completion of a full four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of subjects such as safety, fire prevention, industrial hygiene, or other directly related subjects is considered qualifying for the GS-05 level.
