This position will serve as a Senior Police Officer at the Mather VA Medical Center in Northern, CA . The Police Officer will perform a full range of police duties by following and executing rules, regulations, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities for the local jurisdiction.

Duties

Protects the civil rights of all individuals on VA controlled property; Prevents, detect and investigate crimes; Patrols assigned areas on foot or by motor vehicle; Subdues persons causing disturbance or who threaten harm to themselves or others; Follows rules/procedures concerning search and seizure of evidence and contraband; Takes charge of significant and catastrophic events; Conducts investigations, apprehensions, and detention; Obtains search and arrest warrants; Arrests violators; Uses independent judgment in cases where policy is not clear; Provides basic first aid and CPR prior to arrival of emergency medical personnel; Prepares report of activities and events that occurred during shift; Performs traffic control; Assists citizens in emergency situations; and, Performs other related duties as assigned. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.   • A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature.
  • Employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Employees must possess emotional and mental stability. A psychological examination is required.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
  • Shift work and emergency overtime may be required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • Must wear a uniform and meet applicable dress and standards as identified in Veteran Affairs Directives .
  • Must successfully complete the 10 week Department of Veterans Affairs Law Enforcement Training Center academy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: In order to qualify for this position you must possess a valid Class C Driver License. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques; experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments. Specialized experience is defined as regularly pursuing and/or apprehending persons fleeing a crime scene or attempting to resist arrest; actually subduing individuals causing disturbances; arresting violators based on eyewitness accounts; performing control desk duties; taking charge of a crime or accident scene; and performing criminal investigative duties. You will be rated on the following Competencies for this position: Arrest Conflict Management Criminal Investigation Firearms Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires regular and recurring physical exertion, long hours of standing, walking, driving and similar activities. The incumbent must respond to alarms, pursue suspects, participate in training activities, climb stairs and walk during assigned foot patrols in and around large building, campus, and other physical settings. Agility, dexterity and strength are needed to pursue, apprehend and detain uncooperative suspects. Incumbents must be physically able to lift or carry injured or hurt persons, evacuate persons to safety during storms, disasters, fires or other emergencies. The incumbent is expected to maintain a high standard of physical fitness and hand and eye coordination to maintain his or her semi-annual qualification with his/her assigned firearm and annual qualification with his/her assigned departmental issued intermediate weapons. LAUTENBERG AMENDEMENT: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). IMPORTANT NOTES: (1) As a condition of employment, must qualify to be issued a firearm and semi-annually with assigned firearm, annually with an expandable Straight Baton (MEB), maintain a valid State or Commonwealth Driver's License and pass annual physical and Psychological assessment.
