This position is part of the Office of the Secretary IBC HRD Payroll Operations Division (POD), Payroll Operations Branch. The incumbent serves as a Civilian Pay Technician (On the Job Trainer) which will be responsible for instructing, training new employees, and existing workforce on the maintenance of payroll records and researching and verifying accuracy of pay and leave records.
The selectee must physically report to the duty station in Lakewood, CO. This is not a 100% remote position.
Duties
Apply adult learning theories in the design and delivery of the training program to successfully facilitate the payroll processing learning objectives.
Assist in the develop of training material, job aids, overall training plans and other related materials and is a subject matter expert, providing technical expertise, and input to course content developers.
Provides concentrated initial training to new members of the work team, and ongoing training to employees of the work team, periodically reviewing work of lower graded clerks/technicians.
Process and resolve difficult and unique retroactive pay and or leave problems in all areas of pay processing such as processing multi-year retroactive pay, leave, and retirement adjustments.
Interpret and explain pay regulations and procedures to personnel officers, accounting and finance offices, employees, supervisors, managers, and other applicable parties.
Qualifications
At the GS-08 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes substantial knowledge of pay and leave rules, regulations, procedures, programs, and system requirements; inputting payroll data into an automated system, verifying the accuracy of that data and applying the appropriate corrective steps when errors are discovered.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
