The incumbent performs clerical or technical program support work for the Surgical Specialty Service Line supervisors, which includes preparation of typed schedules and staffing sheets and other clerical work assigned by the business manager or administrative officer in support of surgery service (SS) objectives. The position reports to the Administrative Officer of the Surgical Care Service, located at the University Drive location (Oakland).

Duties

Duties of the position include but are not limited to: Monitors and records time and attendance for surgery service employees. Prepares, reviews and maintains time and attendance reports for a variety of pay plans, types of leave, and special pay situations. Determines appropriateness of hours being charged and type of special pay being authorized. Reconciles errors or discrepancies and informs appropriate supervisor for corrective action and approval. Tracks and reports on a variety of time and attendance and special pay categories, including fee basis employees, requiring use of unrelated methods, practices and procedures. Prepares tracking system and logs hours for overtime, compensatory time, premium pay, and other special pay determinations for the supervisor's use in tracking and planning. Orients all managers and new personnel to posting timecards and leave regulations. Provides official time sheets to managers at the beginning of each pay period. Attends meetings periodically to review leave regulations and policies with particular emphasis on application. Assists with required forms at employee's or manager's request for regular and advanced sick leave, employee injuries, leave without pay, pay stubs, authorized absence, family medical leave, etc. Performs clerical or technical program support work for Surgery service supervisors, which includes preparation of typed schedules and staffing sheets, and other clerical work assigned by the business manager or administrative officer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Applicants who have 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
