Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to perform and/or advise on real property acquisition, management, utilization, and disposal transactions.

Duties

Performs conventional real property functions relating to the acquisition, management, and disposal of real property. Acquires interest in real property and use rights with limited complicating factors. Determines need for and takes actions, such as easements and permits, and negotiates minor outgrants. Performs work associated with the processing of excess land or proposed facilities disposal actions. Gathers data and prepares reports.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while providing support in performing and/or advising on in/out grant management, utilization, management, disposal, and acquisition of real estate. OR EDUCATION: master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D in a related field. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS IF QUALIFYING BASED ON EDUCATION. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies. 2. Knowledge of space management and utilization of practices and techniques, and policies and procedures for real property documentation and records. 3. Knowledge of outgrant procedures and required documentation. 4. Knowledge of property disposal policies and procedures. 5. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
