The Program Support Assistant (OA) position performs a full range of timekeeping duties, including preparing, maintaining, and timely submitting official time and attendance records and reports. This position is in the Patient Care Service of the Birmingham VA Health Care System in Birmingham, AL.
Duties
Major duties include, but are not limited to:
Performs a full range of timekeeping duties for the Patient Care Service (PCS) Office.
Maintains and codes accurate timecards for staff assigned to PCS.
Inputs data into the computer timekeeping programs, VATAS, and/or other current programs.
Obtains the necessary documentation of leave, verifying that leave is supported by adequate leave balances within prescribed limits to avoid leave forfeitures, and notifies supervisor when there are unusual patterns of leave usage.
Determines employees' entitlements based on when hours of work are performed to premium such as Sunday, holiday, and night differential.
Annotates appropriate timecard remarks for jury duty, authorized absence, continuation of pay, travel orders, overtime, on-call, etc.
Collects, compiles, and/or tracks data and statistical information supporting the organization's program operation.
Reviews documents and reports for completeness and enters pertinent information to appropriate tracking system/platform.
Performs database file searches.
Uses software applications to draw information to assist in the preparation of reports.
Evaluates documents, sampling plans, and other data.
Types specialized terminology from varying fields of medicine, science, and/or law and utilizes reference materials.
Formats material using advanced software functions. Integrates information from several platforms to formulate data.
Works with spreadsheets, databases, word processing, and graphics.
Reviews correspondence and reports for correct formatting, spelling accuracy, clarity of expression, sequential logic, etc.
Work Schedule: 7:30am - 4:00pm Monday - Friday. Schedule subject to change based on agency needs.

Physical Requirements: Most of work is performed while seated at a desk for potentially long periods of time, with limited stooping, lifting (less than 50 pounds), bending at files, and walking within the medical center.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2024.
Typing Proficiency Requirement: To qualify for the position, applicants must be able to type 40 words per minute.
Grade Requirement: In addition to meeting the Typing ProficiencyRequirement, applicants will also need to meet the grade-level requirement. You may qualify based on your experience and/or education as described below:
Specialized Experience:One (1) year of specialized experience (equivalent to the GS-04 grade level in the federal service) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: providing clerical and/or administrative support; collecting, compiling, and tracking data and information; timekeeping duties; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, database and/or graphics; ability to research and gather data; and knowledge on leave and pay policy and/or regulations for Title 5 General Schedule and Title 38 employees. OR,
Education: Successful completion of four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Equivalent combinations of successfully completed post-high school education and experience may be used to qualify at this grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
Time-In-Grade Requirement: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position, you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the federal service. A current SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
